Since the government has not been able to promote Hachuwaka Bhar and post and adjust, 120 Jamdars working in the armed forest security branch of 8 districts of Madhesh province have been left stranded. In the province where there are 16 posts, they have been promoted from constables to Jamdars at once as a democratic promotion.

Those who have been promoted have not yet been accommodated and posted . They are displeased that they have been promoted without promotion. 

The post of 8 subedars, head of armed forest security branch in Madhesh province, has been vacant for 28 years. The forest department has not yet sent the subedar . There is a problem because there is no good person in the department. 

In the year 2063, the government promoted 1 hundred and 2 constables to Jamdar at once through 'democratic promotion'. It has been arranged that there will be a subedar head in the security branch under the division forest office in each district. Under the leadership of Subedar, the posts of 2 Jamdars, 4 Constables and 16 soldiers have been established. "The government has promoted the constable to Jamdar, but there has been a problem due to not being able to post and adjust," he said. Couldn't send it there . The process of adjustment of Jamdar has also been blocked.' 

Now there is not a single constable in Dhanusha, Mahottari, Sarlahi, Rautahat, Bara and Parsa. Similarly, there is not one permanent soldier in the post of 128 people. In the year 2072, Jamdar Katwal said that 56 ex-policemen and soldiers who retired from the army were recruited on contracts throughout Madhesh province. In Saptari, 14 people are currently working in the post of 2 Jamdars . There are 14 Jamdars working in Siraha and 10 Jamdars in Dhanusha . There are 10 Jamdars in Mahottari, 15 in Sarlahi, 16 in Rautahat, 10 in Bara and 13 in Parsa. There are 16 posts of Zamdar in the security branch of 8 districts of Madhesh province. Jamdar Katwal of the department said that after the democratic promotion, 112 people are working now.

Since 2054, after no Subedar has been sent to Darbandi, Jamdar is running the work. It has been found that 10 to 13 people are working in the district where there are two Jamdar posts. A Jamdar told that now they have to do all the work of soldiers and constables. After not posting and adjusting those who have been promoted, now we have to look at all the work . Who will hear our pain? Who will be called now?' said the Jamdar.

Even though the Division Forest Offices across the country are under the Provincial Forest Ministry, the Khatanapatan Center of the Armed Forest Guard Branch does it . Now, all the employees, including the head of the district forest division, are being transferred and promoted by the relevant state forest ministry. 

The Ministry of Federal Affairs and General Administration announced the names of 312 Jamdars from all over the country on 27 February 2075. Out of which 68 people were arrested and 244 people were arrested. But the department stopped the adjustment process after two months citing various reasons. If the process had progressed, they would have been promoted to Subedar . All the rest used to work in Jamdar . They also got salary like Subedar for two months. Later, the process was stopped and the department canceled it, so everyone was stuck. So far, even the armed forest guard regulations have not come. This is why not a single soldier has been recruited since 2054 . Under the direction of the department, in 2071, the work is being carried out by keeping soldiers on contract all over the country.

The spokesperson of the Ministry of Forests, Shivkumar Wagle, said that the armed forest guard regulations will come soon. The regulations are in the process of coming. "The admission process has been blocked due to the regulations," he said, "after that, the process of adjustment and posting will be meaningful." Now we are running the work even though it is under contract.' According to the Armed Forest Guard Security Branch of the Forest Department, the posts of 48 subedar chiefs have been established in the branches across the country. But there is not a single Subedar working in the branches yet. He says that the problem has arisen because there is no subedar in the department. 

There are currently 260 employees in the posts of 78 Jamdars across the country. Now only 8 people are working in the post of 164 constables . Jamdar Katwal of the department said that since there is not a single person in the ranks of 773 soldiers, now 347 ex-policemen and retired from the army are under contract.

There are 184 posts in 8 security branches of Madhesh province, but currently 124 people are working. Lack of staff has caused problems in the patrolling of Division One in some districts. Jamdar Sheshnath Sah told that only 2 soldiers are working in Parsa. Not a soldier. Send it to the post or keep it in the security branch?'' He said, ``There is a compulsion to run Zenten until new employees are added.''Nowadays, it has been found that there is difficulty in commanding the security branch as Jamdar is the head of it all over the country. Jamdar Binod Shrestha, Head of Armed Forest Guard Security Branch Rautahat, said that the most senior person in the security branch will be appointed as the commander. "Until the appointment is made, there will be minor problems," he said, "Two decades have passed since the Subedar was vacant." We have been stuck in Jamdar for 14/15 years. If I had been promoted, I would have become Subedar . This has caused problems in all districts.' 

There is an armed forest training center at Tikauli in Chitwan under the Forest and Land Conservation Department. Jamdars say that the center has been inactive for a few years. There is no provision regarding admission in the present Forest Act and Regulations. After compulsory retirement, the number of armed forest guards has decreased. The Ministry of Forests has said that the process of the Public Service Commission could not be completed as the syllabus required for the recruitment process could not be prepared. In the bill, it is proposed that an armed forest guard service will be formed and the organizational structure will be as prescribed by the government. Even though security branches across the country have put pressure on the department for regulations, they have not come yet.
