The high-level committee of the Non-Resident Nepalese Association, re-established by the Supreme Court, continues to bring representatives from the diaspora to participate in the unity convention scheduled from May 20 to 22. The committee said that 2,643 delegates from 60 countries will participate in the convention.

However, there is still doubt as to whether this convention will be held according to the scheduled schedule. Because it is said that the Supreme Court will hear the cases of different nature under consideration in the Supreme Court, the future of the Unity Congress is connected with the new order coming from the Supreme Court . However, the hearing of that case has been moving every day for a week saying that it cannot be seen. Even on Wednesday, it remained unwatchable. 
Badri KC, elected from the 11th convention of Non-Resident Nepali Association International Coordinating Committee and his working committee, founder president Upendra Mahato, did not participate in this convention.
Shesh Ghale is the coordinator of the convention scheduled now. He is the coordinator of the high-level committee of the Non-Resident Nepali Association International Coordination Committee. To understand how he came to hold the unity convention as the coordinator of a high-level committee, one has to look at the series of controversies since January 1, 2078.
Controversy 1: Representative selection
From the first convention to the 9th convention, the dispute of NRN had not been heated to the point of division. After that, the issue of who will control NRN drew a deep line of controversy.
Kumar Pant's working committee, elected from the 9th convention, could not hold the 10th convention on time . There was a dispute about whether the selection of representatives to participate in this convention will be done by the new working committee of NCC or by the old one. Out of 3600 representatives, there was a big controversy in the selection of about 350 representatives. The 81st meeting held under the chairmanship of Pant on January 1, 2078, after the time of the convention moved from time to time, a 7-member high-level committee consisting of Upendra Mahato, Jiva Lamichhane, Devman Hirachan, Bhavan Bhatt, Ram Pratap Thapa and Kumar Pant was formed under the coordination of the then patron Shesh Ghale.
However, even the high-level committee of Ghale could not make the selection of representatives without controversy. There was no consensus among the members of the high-level committee. Because of this, both sides reached the situation of having separate congresses.
dispute 2: In the 10th Congress, separate
President Kumar Pant agreed to amend the constitution of the 10th Congress on 10th and 11th of Chait 2078 and make Alopalo the chairman, the long-standing dispute ended. At that time, all the disputes were ended when the candidates of the president, Kul Acharya, Badri KC and Ravina Thapa agreed to be the president in turn.
However, the Ghale party did not participate in this. He conducted the 10th convention separately on 9th of Chait, one day before the convention held by the founding party. It selected a separate working committee headed by Vinod Kunwar .
Ministry of External Affairs granted official status to NRN led by Acharya, KC and Thapa . The Ghale side went to the Supreme Court for officiality saying that he had conducted the convention as the coordinator of the high-level committee.
Controversy 3: Two Working Committees in the 11th Congress
Even when the 11th Congress arrived, there was no unity between the Ghale side and the establishment side (Acharya, KC and Thapa). On the contrary, from the 11th Congress, there was a division between the founding parties. There was a three-way competition between Badri KC, Rajendra Kumar (RK) Sharma and Mahesh Shrestha. There was no direct voting for the first time. Badri KC was elected through online voting.
Sharma and Shrestha, the competitors of the chairman, denied that the online voting was rigged .
Another working committee was selected under the chairmanship of Sharma with the support of Shrestha Paksha . Giving authority to themselves, the Sharma side filed a case against KC in the High Court. While everyone's case was under consideration, on 21 March 2080, the joint bench of Supreme Court Justices Sapna Pradhan Malla and Nahkul Subedi formed a high-level committee under the leadership of Ghale to resolve the deadlock in NRN, which is a common organization of all non-resident Nepalis.
The Supreme Court had added 6 members to the high-level committee for the 10th convention of the International Coordinating Council of the Non-Resident Nepali Association selected from the Yak and Yeti Hotel as the chairman, vice-chairman and general secretary respectively (writ petitioner) Vinod Kunwar, Umesh Kumar Pudasaini and Janki Gurung and the three chairpersons Kul Acharya, Badri KC and Raveena Thapa formed from Hotel Himalaya .
This committee was assigned the responsibility of holding the first meeting within 30 days of receiving the full text of the Supreme Court's order, and within 6 months after that, solving all related disputes including membership of the union, election and selection of convention representatives, and holding a united convention.
dispute 4 : Supreme Court's second order
While the high-level committee was sitting waiting for the text of the Supreme Court's full verdict, the joint bench of Supreme Court Justices Til Prasad Shrestha and Tek Prasad Dhungana ordered the Ministry of Foreign Affairs not to stop the working committee of Badri KC from functioning . According to which, the KC party has claimed that the term of office of its working committee will be till 4th of October 2018 .
Based on this, the KC party is in the position of having a special convention and a regular convention simultaneously. The working committee of the KC Party has decided to hold the 12th International Congress and World Conference in Kathmandu from October 11 to 14. The KC party is of the position that the convention cannot be held without holding a convention of the National Coordinating Committee and that preparations for the unity convention of Baisakh 20-22 are not enough and that both the conventions should be held in the coming November. , the Supreme Court's judgment implementation directorate has been writing to the secretariat of the Non-Resident Nepali Association, urging the high-level committee led by Shesh Ghale to hand over the secretariat for election purposes within 7 days . The Supreme Court has also directed the Ministry of Foreign Affairs to appoint a first-class officer to facilitate the transfer of the Secretariat of NRN. In order to implement the order of the Supreme Court, the Ministry of Foreign Affairs took a ministerial decision on 1st October and sent a letter to Shesh Ghale to proceed with the unity convention. 
While the decision of the Supreme Court is being reviewed by the Directorate of Implementation, the Ministry of Foreign Affairs, through the office of the Attorney General, has submitted a request to the Supreme Court to extend the period of 6 more months to the high-level committee, saying that the unity of the union should be made long-term through the office of the Attorney General. According to the instructional order of the Supreme Court, the period for holding the Unity Convention within 6 months of the meeting of the high-level committee for the first time is requested to be extended by 6 months after the expiry of the term of office of the working committee elected from the 11th Convention according to the second order of the respected Supreme Court. 
Supreme Court has not issued any other order on this. We are following the order of the Supreme Court. During the period of the first meeting, the unity convention should be completed by 4th of June. If the convention is not held within this time, it will get into more legal complications," said Kunwar, a member of the high-level committee. "Even if the Badri KC side does not participate, there is still room for unity." According to
activist DB Chhetri, NRN is not fighting for legality, legitimacy and ideas, but for personal egos. "There is no legal and legal battle in this." The reason for his tendency to always dominate in NRN is seen in the controversy," he says, "If everyone leaves their personal stubbornness, there is nothing that cannot be agreed upon."
