The relevant agencies have neither been able to complete the work nor take any action against the contractor company that did not work within the contract period in the infrastructure construction plan under the government of Sudurpaschim province.

Most of the road and bridge construction plans in the far western hilly districts of Achham and Bajura have not been completed within the specified period. But the concerned office is limited to the formality of correspondence to companies that do not complete the work . There are plans for 13 roads and 6 motorized bridges in Achham and Bajura under Infrastructure Development Office Achham. Two of them are state pride schemes. According to the office, the work could not be completed even after the extension of 14 contracts.

"On the one hand, the budget is stuck in the office for the construction of related plans, on the other hand, the construction companies are not working in the field," says Jung Bahadur Thapa, head of the Infrastructure Development Office, Achham. But so far not even 40 crores have been spent.' 

Under Infrastructure Development Office Achham, there are 13 road construction contracts worth 3.57 billion 1.35 million in Bajura and Achham till the current financial year. None of the companies contracted to build those roads have been able to complete the work within the specified time . So far, 1 billion 89 million 14 million 40 thousand 636 has been spent for the construction of that road. In the current financial year, the state government has allocated 573 million to those Yonja .

Bajura's Martadi-Kolti 40 km road has not been completed for eight years. The project was launched in 075/76. Under which an agreement was made with Banian Kusheshwar JV for 12 million 11 lakh 78 thousand to build a road section of 9 to 14 km. Baniyan has worked only 60 percent in eight years . In 076/77, a contract of 500 million 1695 thousand has been awarded to PS Baniyan JV to build 14-40 km road . Infrastructure Development Office Chief Jang Bahadur Thapa said that Baniyan has done only 50 percent work in this section in seven years.

The state of Gaurav road project in Bajura is also the same.  Three contracts have been awarded under the Khaptad-Martadi road. Under this road, Anak Jayadevi JV, which took the contract for 12 crores 21 lakhs to build the Sera Atichour-Thamlek road in 075/76, has completed only 70 percent of the work. The contract was awarded for Bhaunera-Atichour and Dogdi-Gairikhad-Kanda section 078/79 of the same road . According to the office, KSMK BC Tej JV, which took the contract for Bhaunera-Atichour section for 37 crore 82 lakh 37 thousand and Dogdi-Garikhand-Kanda section for 17 crore 64 lakh, has completed 31 and 70 percent respectively .

Jaigarh-Ramroshan road section black paper plan to connect with Ramaroshan, the major tourist area of ​​Achham, has been stalled for two years . The infrastructure development office had contracted with Bajraguru Construction for Rs. According to the contract, it should have been completed by June 17, 2079. Although the deadline has been extended several times, the black paper has not yet started. 

According to the Infrastructure Development Office, 80 percent of the physical work has been paid under the plan so far. However, the project is incomplete as the main work has not been started. The site in charge of the project, Ravin KC, said that the black paper work has not been done since last year. He said that the work did not progress because the infrastructure development office did not pay Rs.

Although the office has paid all the amount for the work done in the current financial year, the project work has been stopped due to the internal problems of the company . The black paper work has been stopped for two years. Since then there has been zero progress . There was a problem with non-payment in the first year . Now there is a problem due to the internal reasons of the company," he said. We have received information that the company has not been able to manage the money. I don't know how long it will be finished.' The staff working on the site  And he said that the workers also did not get money. 

In Achham, three contracts have also been awarded on the Chisapani-Jangalghat-Badimalika road of Pradesh Gaurav. In 076/77, a contract was signed with Banian Nirman Service for 94.7 million 78 thousand 641 for the Jangalghat-Turmakhand-Banskanda section. Chairman of Turmakhand Rural Municipality Dumbar BC says that the work of this road section is not expected. 

In 078/79 Garitand-Kalagaon-Darna section Shanideo construction service has been awarded for 17 crore 14 lakh 44 thousand 377 and in 079/80 Garitand-Kamalbazar-Baskanda section PK construction service has been awarded for 69 crore 43 lakh 53 thousand . There is an agreement to be completed within the black paper 2082 December 29. At present, the work of blackening is being done in this area .

The infrastructure development office of Achham has informed that Shanidevi Nirman Seva has completed only 44 percent of the contract work for upgrading Vinayak Layati Puletola Ramaroshan road in Achham in 078/79. According to the office, the contract was signed for 1637 million 27 thousand 462.

Achham's Sanfebagar-Nandegada-Mellekh-Shodsha-Rishidah road 078/79 was signed with Nati Construction for 13 crore 28 lakh 10 thousand . According to the office, 79 percent of the upgrading work has been done in that contract.

Even the 6 plans of motorable bridges contracted on the roads of Achham and Bajura are incomplete for years . A contract was awarded in 079/80 for construction of concrete bridge at Bhaunera Bajura, Malagad Bajura, Barjugad Bajura, Barkhali Achham, Simdhar Achham, Anaikhola Bajura . At Barjugad in Bajura, a contract was awarded for the construction of a concrete bridge in 072/73, it is still incomplete after 10 years. Anaikhola and Barjugad are in the final stages, while the work of other bridges has not been completed by 50%. According to the office, 13.6 million 91 thousand has been spent on the construction of those 6 bridges for 388.1 million 64 thousand. Most of the companies taking the

contract do not complete the work within the stipulated time, even the office cannot force them to work . Thapa, head of the infrastructure development office, said that because the office provides payment to the construction companies only after the completion of the work, the companies that lack funds delay the work. "Contractors say they don't have money, they can't borrow construction materials, they don't even get loans from banks," Thapa said. Because if the contract with the contractor company is broken, what is the guarantee of the rest of the work? The future of the project under construction is at risk of being stalled as the same amount will be increased during the new contract.'
