'In case of emergency situation or sudden stoppage of flight for a certain time at the airport, a decision cannot be made by searching for the secretary, minister or council of ministers and making a decision. In such an emergency situation, it is not practical to search for the authorities under the government or to wait for a decision," said Gyanendra Bhul, co-spokesperson of the Nepal Civil Aviation Authority.
