3 years ago, the construction of a 2-storey concrete building was started at Harishiv Primary School in Bheri Municipality-1 Daurikada of Jajarkot under the Chief Minister Employment Programme. For this, Rs 15 lakh was allocated under the Chief Minister's Employment Programme.
Out of that, an additional 5 lakh rupees was allocated by the ward office. Bharat Chanara, chairman of the school management committee, said, "Neither the youth got employment nor the building was built. The building is becoming dilapidated after being abandoned. Out of which 1/1 plan is being constructed in 718 wards of Karnali, Navin Dhakal, administrative officer of the Chief Minister and Cabinet Office said. According to him, the program is being implemented in all the 79 wards of Karnali. "Wards have been given the full right to choose the plan," he said. He informed that 20 lakhs will be sent to the wards of Mugu, Dolpa and Humla and 15 lakhs to the wards of other districts. According to him, arrangements have been made to purchase construction materials by spending up to 50%. According to the Chief Minister's Office, 12 construction areas have been allocated under the
program and employment opportunities have been provided. But in the name of employment program, only piecemeal plans such as general road maintenance, drain cleaning, weed removal, and culling are being implemented, said Ramchandra Regmi, a civic leader of Salyan. "Youth are forced to go to India and Gulf countries for work without getting jobs, now at least 70 percent of the youth are outside in all the villages," he said, "The government is misusing the funds by distributing the budget to its workers under the name of employment program." According to the results of the National Census-2078, nearly 46 percent are unemployed in Karnali, which has a population of nearly 1.694 thousand. Out of which, 5 lakh 14 thousand 818 people have gone for foreign employment, according to the census data. In which nearly 86 percent i.e. 4 lakh 42 thousand 743 people are forced to work in different places of India . Gautam, the former mayor of Musikot, says that the Chief Minister's Employment Program, which aims to provide employment to the unemployed for at least 100 days a year, has not yet become effective.
Dhakal, the administrative officer of the Chief Minister and Council of Ministers Office, said that the budget has been allocated to provide temporary employment to approximately 16,000 people annually. According to him, nearly 7 billion 500 million has been spent on the Chief Minister's Employment Program till last year. Although there is no definite data about how many people have been employed so far, he claims that compared to the budget spent under this, 45 lakh days of employment has been created. "We have been sending the budget to the local level based on the demands of the wards," he said.
But Ratna Bahadur Khadka, head of Jajarkot's Nalgad Municipality, said that the budget for the employment program did not come as proposed and even if it came only in the month of May/June, the unemployed youth could not be given employment for even one month. He said that there is a problem when the provincial ministers are allocating the schemes of the employment program in a worker-oriented manner, and the returns are being reduced. "The programs proposed by us are not passed, but the real unemployed people here are still deprived of employment when the plans that have gone by stealth are implemented," he said.
The program has been implemented in all the 79 local level wards of Karnali. But even though its approval mechanism is weak, the effectiveness is not seen. District Coordination Committee Dolpa head Shyam Bahadur Rokaya said . "Though the slogan is ambitious, the work has become like weeding," he said.
Chief Minister's Office Spokesperson Krishna Prasad Kharel said that the program has been confused since the beginning when the local level did not send the report of the expenditure and the necessary budget on time. According to him, most of the local levels did not send the progress report to the provincial government, so the expected results have not been seen. According to him, the program is aimed at people from 18 to 59 years of age.
