After making various pretexts and leaving the construction work stalled, Road Division Chandranigahpur called for the contract again on 3rd Chaitra 2079 . According to the road division office, Shree Azad/Dipu & Co. JV Garuda Rautahat has completed the contract for the bridge at a cost of 276.668 thousand 176 rupees. The new construction company was supposed to sign the contract on June 6, 2080 and finish on Chaitra 1, 2081. Pappu was blacklisted on 15 June 2080 after being blacklisted.
Due to the lack of budget, the contractor did not speed up the work, even though the contract expired, the work was not completed . Engineer Shivnarayan Sah, Information Officer of Road Division Office Chandranigahpur informed that preparations are being made to extend the contract of Tikuliaghat Bridge. "Due to lack of budget, the construction work could not be completed even in the first deadline of the second contract," he said. The budget will also be cleared.

The farming of most of the locals of Tikulia village falls in Ishanath municipality across the river. The daily life of many people was connected with this bridge as it was difficult for the residents of Banjaraha, Auraiya, Mathia and other areas of Lalbakaiyaparika to come to the headquarters Gour. He was hoping to end the need to cross the river by taking a dangerous boat trip to go to his farm. A local Rambabu Sah told that the mother died in a boat accident because Pappu Construction stopped working. "We have heard that another contract has been awarded," he said. Not like in the past . After 7 months of the boat accident, local Sanjay Sahni started a fast to death on 1st Chait 2079 after the construction of the bridge did not speed up. Locals united in the issue of bridge construction and expressed solidarity with Sahni's demand. At that time, Madhav Kumar Nepal, the then UML leader and now President of United Samajwadi Party and former Prime Minister, made them break the fast by promising to do their best to start the construction work soon. Sahni protested on social media saying that the construction situation is still the same.
The construction work of the Chandi River bridge connecting Chandranigahpur-Gandatar is also incomplete for seven years . The company in charge of the construction has not been able to complete it within the agreed time . In the meantime, the locals started a protest after the contractor remained silent while leaving the bridge stranded. Although the contractor has extended the deadline three times, the work has not yet been completed. If it was according to the agreement, the bridge could have been built on the Chandi River in Chandrapur-3 within 31 June 2076. Pappu/Shivashankar JV, which signed the contract for 25 crores 36 lakhs on 31 June 2074, has so far made only 79 percent progress in the construction of the bridge. Locals who have been putting pressure on the contractor to build the bridge time and again, on 14th June 2080, the locals sat on a relay hunger strike under the abandoned bridge. Contractor Dayaram Sah told that it was delayed due to various reasons including Corona, Lockdown.
It has been 15 years since the foundation stone of Badharwa bridge connecting Sarlahi located in Durgabhagavati rural municipality-5 was laid. Lumbini Builders and Pappu Construction had concluded a joint contract for the construction of this bridge at a cost of 358.9 million 9433 rupees within three years on 31st June 2067 i.e. till 30th June 2070. The then Prime Minister of Nepal laid the foundation stone of the bridge. After Lumbini Builders completed the work of 18 spans in the first contract, the river changed its course and started flowing towards Sarlahi, 800 meters before the bridge. And the postal highway directorate asked the contractor to stop the work immediately .
Lumbini Builders unilaterally broke the contract on February 9, 2071 saying that there was no working condition. Then the Directorate of Postal Highways Kathmandu canceled the contract of Lumbini Builders and called for the contract for the second time . For a long time, there was a conflict between the contractor company and the directorate. Lumbini Builders said that they will not work because they did not give the design on time. In the meantime, the construction work has been stalled by the contractor, and the Postal Highway Directorate Planning Office, Birgunj, called for the contract again. Then Mahalakshmi, Vikas, YP JV awarded the contract for 574 crore 77 thousand rupees along with river control work in 2 thousand 241 meter length. Although the contractor signed an agreement on November 10, 2081 to complete the work on May 11, 2079, only 20 percent progress has been made in the construction of the bridge.
Diwakar Sah, the owner of Mahalakshmi, Vikas, YP JV, expressed his complaint that the directorate planning office was not allowed to work. ``Pappu was left stranded, so I made a tender so that I could work on time . But now there is no working environment because of the head of Birganj directorate," he said, "sometimes they make a redesign of Chouda. They change it again and make another one. They are not allowed to work like this. It's not my fault . I have done work worth 120 crores within three months of the construction. In the previous contract of the bridge, the construction of 18 pillars has been completed. Now only the work of placing the gadder and slab is left . There is also a contract to make an embankment to bring the river bank in the right direction . Dhruv Jha, the then head of directorate of
Birganj, redesigned the width of 7 meters to 9 meters . Then he was transferred . Another chief Deepak Jha came and made the previous size 7 meters. The contractor Sah says, "They did not allow the work to proceed by changing the design." The contract has expired. The contractor Sah has sent a letter to the district administration and Durgabhagwati Rural Municipality saying that the directorate did not allow him to work. The administration has also said that it is coordinating with the directorate and the contractor. Vinod Sah, head of Directorate Birgunj, said that the contractor himself did not come to extend the deadline. How is the progress of the work? He had to come to the office," he said, "he won't come. directorate within 2 years . Due to the fact that this bridge was not built on time, the local residents have been angry and agitated for years. Locals from Bataspur, Badharwa, Rajdevi etc. are forced to come and go by boat. Chairman of Durgabhagavati Rural Municipality Shambhu Singh said that even after the contract was awarded for the second time, there was no progress in the work. "We don't know if Hulaki is a bully of the road directorate or the contractor," he said, "if the bridge is still not built, we will seek legal remedies." Now the local will not be silent.'
Lamaha Khola Bridge in Gujra Municipality-1 Kothiar has been extended 5 times but has not been completed. Pappu/Shivashankar JV Garuda for the construction of a 125 meter long bridge concluded the contract for 92.2277 thousand 559 rupees. The road division office Chandranigahpur said that the contract for the prestressed RCC bridge connecting Chandrapur and Gujra municipalities was signed on June 2, 2073. An agreement was reached to complete the construction work on October 15, 2075.
Shivnarayan Sah, Information Officer of Road Division Office Chandranigahpur said that the deadline had to be extended several times after the contractor did not work. 71 percent of the bridge has been completed in 8 years. The road office of the bridge, which has 3 spans, has so far paid 54.45 million 45 thousand 828 rupees to the construction company. As the bridge was not built on time, the locals had to suffer.
Dinesh Kumar, a local resident, said that although he was pressing to build the bridge on time, the contractor ignored it. Contractor Dayaram Sah said that he could not complete the work within the deadline due to various reasons. "Now I have started work, I am planning to work soon," he said. Road Division Office Rautahat has listed 5 projects including Lalbakaiya, Jhajh, Chandi Nadi bridge as problematic.
