It has been found that 153 contracts for bridges and roads across the country are sick because of construction professionals. It has also been found that there is no progress as expected in the construction of bridges and roads due to local obstacles in preparation, construction and faulty design.

According to the report on management of sick contracts prepared by the three-member team under the coordination of Arjun Prasad Aryal, deputy director general of maintenance division under the road department, contracts worth 14 billion 15 million rupees have become sick . report, the number of large projects under foreign resources is 26. The contracts from 2072 have not been completed yet. An example of that is the Bangari Nadi Bridge in Bara. The contract for this bridge was made on June 29, 2071. According to the initial contract agreement, its work should be completed on June 23, 2073. As mentioned in the progress report, the progress of the contract taken by 'Elite-Mona JV' for 5 crore 43 lakhs is 89 percent . Which is progress up to the end of last June . In the

report, it is mentioned that the construction was delayed due to lack of work from the businessmen. It has been 6 years since the motorable bridge contract was awarded at Dudhkoshi at Diplighat in Solukhumbu. That is, according to the contract signed on June 24, 2075, its construction should be completed on June 23, 2078. But as mentioned in the report, the progress is only 20 percent . MS Mahadev Khimti-Hirachan JV has taken the contract for 10 crore 18 lakh rupees . Similarly, the contract for the construction of Mahadev Khola bridge on Miteri Marg in Kageshwari Manohara Municipality-3 and Kathmandu Metropolitan Municipality-4 has not been completed.

On January 18, 2075, Sky Builders Pvt. Despite having a contract worth 37.6 million, the progress is still zero. According to the report, the work could not be done due to the obstruction of the locals.

It has been found that the contract is sick due to lack of necessary preparations, problems related to construction materials, and managerial incompetence of construction professionals. In the case of construction professionals, it is mentioned in the report that technical manpower is not kept as per requirement, problems in cash flow management, mobilization funds are used elsewhere to delay the start of construction work .

It is found in the report that when the bids are submitted at extremely 'low bidding' from the construction businessmen and the contract score is minimum compared to the estimate, the businessmen have difficulties in mobilizing resources according to the schedule during the contract. Drawing disputes and design changes in the case of bridges are a problem. As mentioned in the procurement master plan, the work has also been affected due to the fact that there is no budget that should be allocated annually and the payment cannot be made during the construction.

It is mentioned in the report that the construction work has been affected due to delays in the decision to be made during the execution of the contract by the government agencies . Aryal-led committee took more than one and a half months to prepare the report. Senior Divisional Engineer Krishnaraj Adhikari and Amit Kumar Sharma were members of the committee along with Aryal. Although the team submitted a report to the Ministry of Physical Infrastructure and Transport last October, its implementation is just beginning. Sushil Babu Dhakal, Joint Secretary of the Ministry of Physical Infrastructure and Transport said that the report has been submitted and sent to the concerned department. "The biggest challenge is the management of sick contracts," he said, "in some cases, projects have become sick due to the budget."
