Peepal and sisou trees were growing in the stilts that gave a glimpse of the ancient architecture of the palace. There was a time when horses were tied here . The old bricks that were broken from the hard work were scattered on the floor. 

The small holes in the bricks of the broken palace were covered with weeds. Unfortunately, only after entering the bush were the signs of the palace visible. An investigation by the Central Investigation Bureau (CIB) of the Nepal Police in relation to the Shera Durbar of Nuwakot and the land discussed by it has said - 164 ropani 13 annas of the Durbar's land has been misused. After the Land Act, 2021 provided for the delimitation, the Shera Palace and the land covered by it had to be transferred to the name of the government. But after establishing Gaurishankar Farming, 164 ropani 13 annas 2 paisa 1 daam of land exceeding the limit was surveyed in the name of the same company to remain for agricultural purposes. Helen and Vijay Rajyalakshmi Shah were both directors and shareholders in Gourishankar Farming. 

Of the remaining land, 12 ropani 13 annas 1 paisa 3 daam Helen and 6 ropani 9 annas 1 paisa 2 daam were measured in the name of Jayanti Shah. Helen, wife of the then ruler Basundhara and daughter of Narashamsher, is the granddaughter of Bahadur Shamsher, son of Juddhashamsher. Gaurishankar Farming was renamed Annapurna Farming in 2036. The shares in Annapurna Farming in the name of Vijayarajalakshmi Shah were transferred to the name of Jayanti Shah in 2052. In the same year, the entire shares in the name of Helen and Jayanthi were transferred to the names of Narendralal Pradhan, Kedarnath Shrestha, Sajni Pradhan, Sohini Shrestha, it is mentioned in the CIB report.

Dhruvlal Shrestha and Rajni Shrestha entered as shareholders of Annapurna Farming on 7th January 2066. Bhuvanlal Rajbhandari was also added one month after 6 shareholders were established. It seems that Vikesh Shrestha has entered as a new shareholder as per the decision of Annapurna Farming's general meeting held on Chait 5, 2072 and share purchase and sale document. He was the personal secretary of Maoist Chairman Pushpa Kamal Dahal when he became Prime Minister in 2065. He is also a member of the East Central Maoists. 

Ajay Kumar Suryavanshi and Dhruvalal Shrestha were the only shareholders in Annapurna Farming at the time of Vikesh's entry. But by the decision of Chait 25, 2072, Suman Parik was added as a new shareholder. Later, Vikesh Shrestha and Ajay Kumar Suryavanshi remained the same, while Dhruvalal Shrestha and Suman Parik left and Vikesh's son Manobal entered. According to the CIB report, as of last October, only Vikesh and Manobal Babuchora are the directors of the company.

The conclusion of the CIB is that Vikesh said that he runs an agricultural firm, but he engaged in activities contrary to the purpose of land planning. In "Historical Profile of Nuwakot" it is written, "There was a Raj Bhavan in the Shera Garden of Tadi Kinar since the Malla period". V.No. In 1822, Prithvi Narayan had a grand palace built on the banks of Tadi. At that time he was planning to conquer Kirtipur . He was not in Nuwakot at that time. Therefore, Nuwakotmadi Palace was built under the supervision of the then Crown Prince Pratapsingh Shah . Therefore, there is a special description of Pratapsingh Shah in the inscription there. There is a discussion on record of Pratapsingh Shah joining the people of Nuwakot in the festival of Fagu and singing a song. The inscription describes the palace as surrounded by a wall. The inscription also describes the construction of Ranga Mahal, which the local residents call 'Kachhari Ghar'.

According to Dhanwajr and Tek Bahadur, Prithvi Narayan Shah preached to the people in this same Shera Darbar, where he rested in winter. After the unification campaign, Prithvi Narayan declared Nuwakot as the capital. There are letters sent by him with the address 'Mukam Nuwakot'. The historian has mentioned that in the letters written in winter, "Mukam Nuwakot Madi" and in other times only "Nuwakot" was written. Nuwakotmadi (Shera Gardens area) on the Tadi coast was a center of trade since then. Merchants from Madhes used to come here to do business in winter and this was a special customs station.
