Oiro of paper tunnels: 2 dozen studied, only two built

Where there are difficult and winding roads, the demand to build tunnels has started to increase. People's representatives and parliamentarians of the respective districts reach the Ministry of Finance with such demands. National Planning Commission runs. In order to study, they pressurize to name one or the other tunnel in the budget every year.

Where the road is long, there is a demand to build a tunnel.

In this way, the number of tunnels kept in the budget has reached around two dozen. So far only two of them have been built. Pre-feasibility studies of other tunnels have been completed. Only the construction of Palpa's Siddhababa and Nagadhunga-Sisnekhola tunnels is ongoing . The study of 14 tunnels has been completed by the quality research and development center under the road department. Two of them are being studied and two more are ready to be started.

Similarly, two tunnels have been studied through the Development Assistance Implementation Division of the Road Department. But the construction of none has proceeded . With the financial support of the Asian Development Bank (ADB) and the Swiss government, tunnels have been studied, but the work has not progressed .   Prabhat Kumar Jha, Director of Quality Research and Development Center under the Road Department, said that after the study, it will be known whether or not construction can be started. "Now, the pre-feasibility study of some tunnels has been completed, some are being done," he said, "without the study, construction cannot proceed."

Another long tunnel is Majhimtar-Shaktikhor tunnel connecting Chitwan from Majhitar in Dhading. Its distance is 10.60 km and the cost is estimated to be 45 billion. This is the initial cost and distance worked out during the pre-feasibility study . According to Director Jha, the feasibility study to be done later in the construction will reduce the distance and cost.

Also, the construction of the Nagadhunga-Sisnekhola tunnel was mentioned in the budget of the financial year 068/069. But the construction work started only from October 076 . The concept of tunnel construction was put forward as an alternative after the daily traffic jams in Nagadhunga uphill. Along with Nagadhunga-Sisnekhola tunnel, the construction of Bhimphedi-Hetaunda, which has been budgeted for, has not yet been started . It was mentioned in the 068 budget that the construction of both tunnels will be started as soon as possible. So far, only the construction of Nagadhunga tunnel has been started, the construction of Bhimfedi-Hetaunda has not been completed.

'Tunnel is not something to be built on a whim,' a senior official of the ministry was saying a while ago, 'First, what is the benefit of it, how much investment will it take, how long will it take, the state has the ability to make it.' The official said that there is more work to spread rumors that the country has entered the tunnel age without understanding it. There is no further progress on the Thankot-Chitlang tunnel route that is supposed to be built.

The most traffic jam in Kathmandu Valley occurs in the Koteshwar-Jadibuti section . Alternatively, the plan to construct a 610-meter tunnel from under the Tribhuvan International Airport near the Munibhairav Temple has been moved.

Japan International Cooperation Agency (JICA) is going to construct a flyover and tunnel in Tinkune-Koteshwar-Jadibuti section with concessional loan assistance. JICA has done a pre-feasibility study for the construction of these structures. But the further process has not been able to proceed . It took JICA about a year and a half to conduct the pre-feasibility study. When the construction work will be started, it is not decided .

Former Secretary Arjunjung Thapa said that the number of tunnels in Hachuwa River is being increased every year so that Nepal's economy cannot sustain it. As soon as a tunnel longer than 600 meters is made, ventilation, lighting, etc., need to be arranged, to do that, a good grid electricity is needed, he said It is wrong to ask for a tunnel in the place.

'The matter of making random tunnels is just gossip, it's just the work of the political leadership to spread confusion among the people,' he said, 'Tunnels are not suitable for road sections where 10 to 12 thousand vehicles pass daily.' Finally, the study of Teabari-Khurkot tunnel in Sindhuli has been completed. Its further work has not been able to proceed . In this section, there are many roads and the distance of the road is long, so the demand of the local people's representative is that the tunnel should be built. Last Baisakh, when Sunkoshi Marine Diversion Tunnel went to 'break through', the then Prime Minister Pushpa Kamal Dahal, along with a team of local people's representatives, demanded to proceed with the construction process of the studied tunnel.  The tunnel will start from the foothill above the tea fields of Kamalamai municipality-2 and will exit at the lower bara of Golanjore rural municipality-7.

Both these municipalities have been demanding the construction of the tunnel for a long time. If the Chiabari-Khurkot tunnel can be constructed, the road distance will not only be reduced, but the development of this area will also take a leap, claims Shankarraj Baral, president of Golanjore rural municipality. There are many roundabouts on this stretch of road. Passengers feel uncomfortable during the journey . According to the police, there is a risk of accidents in this section due to many turns.

If the Chiabari-Khurkot tunnel is constructed, the distance between Terai with Ramechhap, Dolakha, Okhaldhunga, Khotang, Solukhumbu will be shortened.

Quality Research and Development Center has done feasibility study of this tunnel in FY 076/77. According to the study, it is mentioned that the distance will be 4.90 km. But the distance, cost will be determined during the preparation of Detailed Project Report (DPR). According to the feasibility study, it is mentioned that the construction cost will be 16.8 billion. If the Chiabari-Khurkot road tunnel is constructed, the distance of BP highway to Nagbeli road will be reduced to less than one third.

It is claimed that the distance between Chiabari-Khurkot road is currently 29.8 km and will be reduced to 8.5 km if the tunnel is constructed. Now it takes one to one and a half hours to cover that distance. If the tunnel can be constructed, the distance will be covered in 6 minutes. This is a quick and short way to go to Terai District  will be 1,500 to 2,000 vehicles pass through this section daily. During the festival, 7 to 10 thousand vehicles travel every day.

Similarly, another problematic road is the Nawalpur section under the Narayangadh-Butwal road section . Where the feasibility study of Dumkibas-Bardghat tunnel has also been completed. According to a study in 080, its total distance is 5.3 km. According to the preliminary study, 38 billion 69 million rupees will be required for its construction.

'If the length of the road is to be reduced and the tunnel is to be built according to the traffic, it is necessary to build the Khurkot-Chiabari tunnel in Sindhuli,' former secretary Thapa said, 'after building this tunnel, the road from there to Kathmandu should be improved, so that the connection from eastern Nepal to Kathmandu will be easy .' He suggested that the tunnel should be built keeping in mind the traffic pressure and needs. He said that construction of Dumkibas-Bardghat tunnel is also necessary.

'Tunnels are necessary in Dumkibas and Khurkot to raise money,' he said It costs up to 4 billion rupees. Although many tunnels have been built in hydropower projects in Nepal, the first road tunnel built for vehicles is Nagadhunga-Sisnekhola . Now its construction is in the final stage.

076 The progress of the tunnel, which was started on 4th October, is 84 percent. Lining work is being done inside the tunnel now. Vijay Jaisi, Head of Development Assistance Implementation Division of the Road Department, said that after the construction of this tunnel, the operating expenses alone will cost around 40 million per year.

"It is in the final stage, it is estimated that the annual operating expenses will be around 40 million," he said, "The tunnel  The more expensive it is to build, the higher the operating expenses.'

In the budget statement for the year 081/82, it was mentioned that the tunnel will be put into operation after completion of all construction works. However, the work cannot be done in the current financial year due to frequent local obstacles. According to the initial agreement, the duration of the project was till 080 Baisakh. After the work was not completed within that time, the deadline was extended till 081 Baisakh 13 . After the work is not completed within that time, the deadline has been extended till 082 October. The construction of the tunnel is being done by the Japanese company Hazma Endo Corporation.

In this project, which is contracted for 22 billion rupees, Japan has a concessional loan of 16 and a half billion rupees. The Government of Nepal has invested 6 billion rupees in this. The 'break through' of the emergency tunnel took place on 080 July 22. Its distance is 2557 meters. The 'break through' of the main tunnel of 2688 meters took place on 081 Baisakh 3. Since the project started, 3 underpasses, 4 box culverts, one overpass, 3 bridges have been constructed.

On November 17, when Prime Minister KP Sharma Oli visited China, the 'Tokha-Chhare Tunnel' project was also kept under the Belt and Road Initiative (BRI). During this, the 'BRI Cooperation Framework' was signed between the high officials of the two countries. Although this project is within the framework, it is not clear how the construction process will proceed. The Nepal government has been asking China to build the project with a subsidy. Nothing has been decided about this yet.

According to the road department, the study of the Tokha-Chhare tunnel was prioritized during the visit of Chinese President Xi Jinping to Nepal on October 25, 2016. On December 11 of the same year, a Chinese consultant team came to Nepal for a pre-feasibility study. The team studied the location of the tunnel.

After completing the study on January 1, 2076, the Chinese consultant made a presentation to the road department, in which 3 options were shown. According to the study, the distance of the tunnel is estimated to be 4 to 4.5 km. The department provided the necessary documents to the Chinese team. On February 1, 2017, at the request of the Chinese consultant, the data of vehicles plying daily on three options, Kathmandu-Tokha-Chhare-Vidur, Kathmandu-Okharpauwa-Vidur and Kathmandu-Naubise-Galchi roads was provided.

The topic of tunnel construction has been mentioned in the annual budget. A budget of 1 billion rupees was allocated in the last financial year to proceed with the construction after completing the detailed project report (DPR) and environmental impact assessment (EIA) study. Nothing could be done from the allocated budget. According to the Road Department, funds were transferred to other projects after the budget was not spent. Chief Jaishi said that the loan agreement with the Japanese government for the construction of the Munibhairav-Jatibuti tunnel of the three-corner section is in the process of being advanced.

Since then, the construction of the Siddhartha tunnel under the Siddharth highway in Palpa is continuing . If there is no problem, its 'break through' is being done on January 2nd. Until Sunday, only 20 meters of the tunnel are left to be dug . The construction of the tunnel, which was started with its own investment by the government of Nepal, has been "break-through" of the three "cross passages" which are emergency doors. The total distance of the three cross passages is 441 meters. The length of the main tunnel is 1,126 meters.

It has been constructed in such a way that the tunnel can be entered from near Siddhababa Mandir and exit towards Palpa near Tinau hydropower. The construction of the tunnel was started as an alternative after frequent landslides and accidents started to increase in this road section. Four km of this section falls within the landslide prone area. The contract for the tunnel was signed in February 2078 so that it can be built within five years. The contract was taken by China State Construction Engineering Company for 7 billion 34 million 21 million rupees. Its duration is till 083 February .

The pre-feasibility study of Sunsari's Dharan-Leuti tunnel was done in 077. However, there is no way to go into construction yet. According to the pre-feasibility study, its distance is 3.87 km and it is estimated to cost 11 billion 130 million in construction. Now its study report is kept in the road department . The work of studying the Bihun-Narethanti tunnel of Baglung was completed in the year 079/80 . According to the study, its construction cost will be 20 billion 40 million and the distance will be 7.44 km.

Under the Rara Highway, the study of the tunnel has been completed to connect Sangata in Kushe Rural Municipality of Jajarkot to Imilchaghari in Tatopani Rural Municipality of Jumla. The distance of this section is 10.07 km. According to the ex-feasibility study, the ex-feasibility study, there is an estimated estimate that only 33 billion will only be Rs 33 billion. Similarly, the study of the Surkhet, Chiranchu Tanging Purping Stalk has also been completed in 079/85;. According to the study, 5 billion is estimated to be Rs. 5 billion to make up to 15 billion. & Nbsp; Study of Studying in
