Question to Kulman - Will he be a candidate in the election after 6 months or not? [interview]

What you should know

Kulman Ghising also became a minister in the newly formed government led by Sushila Karki on Monday. He has been given the responsibility of the Ministry of Energy, Water Resources and Irrigation, Physical Infrastructure and Transport and Urban Development. Here is a conversation with him:

He has come to hold important ministries related to development construction like physical infrastructure, urban disorder and energy under difficult circumstances for a certain period of time . Many of the government structures under these ministries have been burnt down, which will be reconstructed . At the same time, regular development work will also have to be done. How do you proceed with these two tasks?

The first job is to rebuild . Great damage has been done. Government offices, government buildings have been heavily damaged. The damage assessment will be done by the ministry that I lead. The Council of Ministers has also formed a committee to make an overall assessment. We will do the evaluation work from both sides as soon as possible . We have proceeded to start the work from tomorrow.

After the evaluation, it may come that the budget for the reconstruction is very necessary . For that we have started a campaign from today . We are going to establish a fund under the Ministry of Urban Development so that we can build our public structures ourselves. We have called upon the common Nepalese people in the country and abroad to help in that fund as much as they can. We have called for

to be adopted by the people. We have started this campaign so that everyone should take responsibility . Who can keep as much as possible . We will keep the budget given by the government in the same fund. We will use that budget for reconstruction. Before starting this work, clean up campaign will be started . We will call for Shramdan for that too.

on the other hand will instill hope in the country . This situation has come about because corruption has flourished, good governance has not been maintained, and there has been an explosion of despair. That's why we have hope. For that, the three ministries that I lead have an important role. There is no situation that all the work can be done within 6 months . But we also carry out regular development and construction work. We identify development works that can be completed immediately. We work to create hope that something is happening in the country.  If the

contactor does not work, the contract is void . We will proceed with the work to be completed immediately . We also proceed strategically with projects that need to be completed in the long term. A lot of work has to be done in the fields of roads, electricity, urban development, electricity and irrigation. We work in a planned way .

Overall, we want to instill hope that something is happening in the country, that there will be a change in the country, that there will be a leap in development. Reconstruction will proceed. To maintain good governance . The movement of the Gen-G generation is also for this . Let's do it .

You have already decided to collect the dedicated and trunkline dues owed by the industrialist . When you were the Executive Director of the Electricity Authority, you could not raise it even after trying so hard . Now how and by what method do you pick it up?

This arrears should be collected by all agencies. That amount is paid by the industrialist . They are also a responsible citizen of the nation. In the same way, I have already called them. They pay with respect . The amount deducted from the bill is within the rules of the Electricity Authority . That amount is not too big . You pay that amount . If you don't pay, there are laws and rules in the country, and we will proceed accordingly. Yesterday we also proceeded according to the rules . Now we collect all dues .

But the arrears of dedicated and trunk lines are sometimes said to be 6 and a half billion, sometimes 8 billion, sometimes 22 billion . How much will you raise?

The Council of Ministers has already said that it will raise 8.5 billion. The Supreme Court has also spoken about this. We will proceed by looking at the decision of the Council of Ministers and the court. If not paid, the existing policy rules apply .

This means that if the dues are not paid, the line of industry will be cut again ?

rules, laws are the same.

Another subject of our news is Hitendradev Shakya, the current executive director of the Electricity Authority. He was brought there by removing you. Will you work with him now or get rid of  ?

I have no grudge against Hitendraji. Not even revenge . You have worked under me before. But he started working in a different way. 'Right Man, Right Place' happens . He is in a position to evaluate his own ability to advance the authority. He understands this situation and decides the way .

If the path is not opened ?

He opens the way . I believe that you will open the way .

After the KP Sharma Oli-led government removed you as the executive director of the Electricity Authority, you traveled around the country and abroad. He expressed his commitment and announced that he will start the campaign of Bright Nepal. After that announcement, it was assumed that you will open a party and join politics. What do you think about opening a party or running as a candidate in the next 6 months' election?

Just because I am a minister does not mean that I will not be able to do other activities . Let's think about the moral issue of becoming a minister and going to the election. But I have already said that I will go into politics . Political activities can be done . You can start with your calculations.

Coming to the ministry that I lead now means realizing the responsibility of the nation . I didn't come looking for it. It came after the request of all the friends, friends of Gen-G generation involved in the movement, that they should go to the government and resolve it. The country is in a critical phase, in a difficult situation, I have come after the suggestion that you should move forward . I have come to say that we should not run away when the country asks for it, but we should face the challenge and make a solution .

How to advance this change ?, How to fulfill the aspirations of the Gen-G generation ?, Can some contribution be made ? I came because of feeling the need and because of everyone's request . I have come to pass it by working 18 hours in 24 hours . Prime Minister Sushila Karki has also realized that responsibility. After completing this responsibility, it will be a task to prepare the infrastructure to hold elections on time. I became a minister as a responsible citizen. While saying this, I am not saying that my political mission will be completed . That's where I move on.

How will you proceed in the next election? Are you running for election as an independent candidate or by opening a party or from an old party?

is not independent. There is no political campaign without a party. We also discuss how to form a group . You will see how to proceed in the coming days.
