Omprakash Aryal also became a minister in the newly formed government led by Sushila Karki on Monday. He has been assigned the responsibility of the Ministry of Home Affairs, Law, Justice and Parliamentary Affairs. Here is a conversation with him:

What was your first decision as Home Minister?

We have made three decisions today (Monday). Some of these decisions should be taken to the Council of Ministers and passed. The first decision is to celebrate the national mourning and to fly the national flag at half-mast in honor of those who lost their lives during the movement of Jen-ji and those who died and were injured while working for peace and security . The second decision is to provide 100,000 ex-gratia to the families of the deceased in Kazkiria and this amount will be arranged by the Ministry of Finance . The third decision is that according to the request of the family members of the deceased, it has been decided to provide free vehicles for the management of the bodies and helicopters in case of remote areas. 

When will the flag be lowered, how long and for how long? 

The decision of the Council of Ministers will decide when the flag will be lowered in national mourning. The bottom line now is that we are in mourning. We have also decided to celebrate the hour of mourning. I made a decision from the ministerial level, now the council of ministers also decides . The government will work based on action . 

Don't you think the Ministry of Home Affairs came with a mountain of challenges? Dissatisfaction and opposition of the old parties is slowly starting to be seen . Don't you think there's a greater force out there ?  We are here in the midst of a

challenge. When we came here, we realized this. The important task is reconstruction, maintenance of peace and order and the peaceful conduct of universally acceptable elections . There is no discount for these jobs. 

Until Monday, there have been only three ministers besides the Prime Minister. It is said that you are the face to show . He is in an important responsibility like the Ministry of Home Affairs. Now how do you play the role . The exam time has started, right? Yes

, now the real test has started . Yesterday being on the road and now the responsibility is different . I have felt this too . At this time, the morale of both the people and the security agencies should be increased . I am not the one to show the face, it is the Prime Minister . He is the former Chief Justice of the Supreme Court and the parent of all. We all lovingly called 'mother'. The victims have also taken it as a mother, while the agitating party and all the people have taken it as a mother . I think that those who have realized that they have been displaced now, the role of their mother is played by the Prime Minister. 

He is taken as a guardian by the security apparatus, staff and all citizens and the entire country. I have used 'mother' as an image only. On the whole, he will play the role of everyone's parent and we will also proceed in this way . As a mother at home loves no one without discrimination, now the Prime Minister will also include the forces outside and the entire people . The challenge is to normalize the situation. This is possible only through the policy of love, affection and reconciliation. For this, the government creates the environment . Now everyone will have to get up again by reconciling and shaking hands. If there is harmony among all, politics can be done together again . In this way, if there is a calm environment, you can enter the subject of politics. That's when it comes to representation and everyone should be able to do it . Elections are a democratic means for this. 

The president has given a mandate to hold elections after 6 months. Is election possible at this time? And if the situation is not accepted by everyone, how will the election be held?

We have come under the mandate to hold elections by February 21. Gen-J's unprecedented rebellion has sent not only this, but many other mandates. Elections will have to be addressed addressing all of them. The first responsibility we get is the election. Therefore, the first is the election in our "Goal" and "Mission". I want to make it clear that no party should be banned or not allowed to participate in this election . There is multi-party competition. Preventing parties from participating in elections is completely against the constitution. This government will not do anything like that. Those who have been displaced now are likely to return. Even if the people still say that they will give us a fresh mandate, we have to go to the election for that. This interim government was formed on the strength of the people who started a public revolt and this situation has come to this. The situation has reached the dissolution of the House of Representatives due to the demand of Jen-ji. Everyone should accept this and it is also true. The new ones, which we call Zen-G, won the popular uprising. However, now it will be approved and confirmed by the new election.

Jen-G's victory has been confirmed by this change. Now full confirmation will be done through the democratic process of elections. Therefore, everyone should participate in the election in all respects. Elections should be and are free and fair. I also believe that there should be a free and fair election. We have been chosen by the Gen-G generation to have such a government for this . In which the Prime Minister leads us as parents, we have to act like warriors. For that we have got a personality like Sushila Karki and the ministers have been selected in the cabinet to suit her personality . In all the 'vision' brought by the Prime Minister, we will stand together and implement it . That is what we have come for. We are not exactly like the Prime Minister but we are ready to follow the Prime Minister . 

There are still bodies of dead people in hospitals. Why is their last rites being delayed ? 

We have been identifying the bodies in the hospital and working with their last rites. Soon these works will proceed . From the arrival of relatives of the deceased to identification and post-mortem work, it has taken time. Even now some of them are yet to be cremated. The hospital was working on it as the post-mortem was to be done before the cremation. It took time to identify something. For that too, there may have been some delay in the work of the hospital . There is no 'identification' yet. The family members of those who have been 'identified' also have to come here and complete the legal process to understand it.

There are some formalities before the family takes the body and it has taken time to come to that formality. For that, we have once again decided to provide financial support from the government on behalf of the state . A parental role that the state is supposed to perform. It started with today's ministerial decision . 

According to the data we received, in the teaching hospital where there is a forensic department, there is an autopsy. When the post-mortem was being conducted, the relatives of 12 of the 20 people were not present, and the government also facilitated the delay. All are cremated with national honours. The bodies of eight people have not yet been 'identified'. Now it is a bit complicated. It may take some time. The government has completed all the procedures with all the parents and declared them martyrs. Relief and support from the government also begins. After being declared a martyr, they are buried with national honours. Now the Council of Ministers decides what level of national honor to give. 

Some of the themes are relief and compensation. Those topics should be brought to the cabinet. We will take everything to the Cabinet and decide . Otherwise it will be wrong again . Later comes the legal trouble . That subject will also proceed after completing the process from the Ministry of Home Affairs . Many issues are connected with the Ministry of Home Affairs. Therefore, I will continue to play a coordinating role for everyone. My promise will be to work without offending anyone, never to abuse. 

Parties like Congress, UML, Maoists are outside . What do you want to tell them ? 

The wrongdoer should feel guilty . I don't think it should be said otherwise, sad and sad. We move forward that the government is the guardian of all. As I said above, if Sushila Karki plays the role of a mother, we treat everyone in the same way . The state or the leadership of the government does the same kind of behavior as it should be.

Earlier it was the rule of 'Ba', now you mean the rule of 'Mother' ? 

I didn't like that . I have used only one image of mother . Some images may also have a meaning. What I said can also be understood as the same meaning . If we feel that the government is the guardian of the people, it is a challenge that we have to make. 

From the Supreme Court to the Singha Durbar and the Parliament Building, many structures have been burnt . When will this reconstruction happen?

Now the work of data collection starts first . It is possible to say how much damage has been done after the overall data is released. What is the capacity of the state, what is there, what should be given first priority or not, this government determines . What are the topics that need to be resumed immediately, what are the things to be done in the long term? What is the condition of the state budget? Previously, how much budget has been allocated and where - the government takes a decision only after looking at all these things. Already now the 'allocation' is bhairakhya, now there will definitely be issues on how to arrange it. All these things are not the only subject matter of this ministry . Coordination with other ministries and agencies is also necessary. After that, damage and reconstruction and the priority of the government could be distinguished.

Citizens can also have a very big responsibility in this . It may be done by gathering support from the citizen level as well . As you have seen - the police stations of every village have been burnt, the police stations have been destroyed. In the absence of police posts, the defenseless citizens have to do it. Citizens will help in this. We should wake up by shaking hands. Service delivery has been disrupted due to the lack of public institutions, especially government offices. State bodies like the Supreme Court are now ashes. Where there is no Supreme Court. There is no judiciary. What is the state if it can't do justice? Where the executive does not even have an office to conduct its work, what happened to the state? If there is no parliament, how can laws be made from there? Everyone knows that the building is now demolished . All these are the infrastructure needed to be called a state . I think that infrastructure should be the first priority for the state to rebuild.
