After every decision of the Maoists, there is a discussion in the political circles about the possible equation of the Congress and the Maoists. Congress-UML coalition government is about to reach one year. In the meantime, Durga Khanal of Kantipur and Ganga BC had a conversation with Chairman of Maoist and former Prime Minister Pushpa Kamal Dahal, who is also the leader of the main opposition party, about the work of parliament, government, constitutional bodies, etc.

You withdrew the ongoing parliamentary obstruction on the issue of visit visas after two-point agreement. RSP's obstruction continues. What is the internal agreement between the three parties on this matter?

Visit visas and immigration problems at international airports have long been discussed. This time it surfaced a little more seriously and became everyone's interest. The main opposition and the opposition parties had a serious discussion and blocked the attention of the government. Sometimes it seems that if the House is obstructed like this, it is not possible to dissolve it and move it to the other side and prove that what you have done in the past was right, has it not worked? But even though it was unanimously passed by the committee, the leadership of UML was not satisfied and happy about keeping the 'cooling period' for two years. There seems to be tremendous pressure from the bureaucracy within the UML. It is an 'open secret' that there is a little more UML dominance and UML people in the staff and secretaries. They are putting pressure on the Prime Minister and the UML leadership. We have told the Congress that it should not gain a foothold in this matter. A 'cooling period' can be a 'milestone' for governance. The practice of working for years and then earning a pension and immediately moving to a position of great profit has created a serious problem for good governance. But it is heard that the government wants to end the House quickly and go through the Ordinance. This does not seem to be impossible, looking at past experiences. Therefore, I appeal to all political parties in Parliament to be vigilant.

We support legal and structural reforms to maintain good governance. We have also taken the initiative. The way a case has been registered against Madhav Nepalji, it is not natural or fair. We all know what the Supreme Court said about the Giribandhu T State. There are many other cases of corruption. Without paying attention to that, Madhavji has been accused in the way of Patanjali's land. It is not natural and fair. The sovereign parliament could make policies and laws and impeach. It was not a matter for the authorities to force themselves. It is against the decision of the authority itself. Madhavaji has been attacked by breaking the traditions and precedents of authority. The matter that the authority has decided to keep under investigation, the case was brought up without discussing it within the authority itself. This is wrong. No one can say and should not say that the chief can bring up the matter kept in Tameli whenever he wants. This is not how good governance is maintained.

The authority said that since it was not within our jurisdiction to enter into the policy decision of the Council of Ministers in the case of Lalita Niwas (at that time the issue of Madhav Nepal and Baburamji was much discussed), nothing should be done. This is the authority to write letters asking the Council of Ministers to do what they have to do. That is why the authority was questioned. People have followed all authority. Is it a good thing for democracy, people and good governance? This was completely wrong.

There has been a trend of having political participation in constitutional bodies and putting people from their own party in courts and constitutional commissions.
