The United Nations General Assembly held in New York every year in September is considered as an important stage of multilateral diplomacy. This visit is the first time I have come as a foreign minister. Earlier, I came only as a spouse (prime minister's wife). As the days of Nepal's speeches only come, it was not known what would happen during the Mahasabha. But this time, I came as the Minister of Foreign Affairs and participated in various activities. Both the Prime Minister and I participated in many bilateral and multilateral programs during the General Assembly.
The Prime Minister also addressed the 'Summit of the Future' in his capacity as President of Least Developed Countries (LDCs). I also addressed important events including Security Council, G-20 Cabinet, BIMSTEC Cabinet, LDC. We were involved in many programs and many activities were visible. On the other hand, we held bilateral meetings on the sidelines of the General Assembly. Considering all these activities, our presence in the 79th General Assembly was very important and successful. The activities here have succeeded in leaving a strong impact in Nepal's bilateral and multilateral diplomatic field.
There are two big wars going on in the world right now. In Eastern Europe, Russia-Ukraine, and in West Asia, the war is raging between Israel and Hamas and Hezbollah. Minor conflicts continue in other parts of the world. In the midst of such geopolitical complications, what message could Nepal give from the UN platform?
Firstly, Nepal is a non-aligned country. We work on the principles of peace, non-use of force, belief in sovereignty and Panchasheel. And, let's maintain harmony with all of us. Nepal believes in multilateralism. It is Nepal's desire not to be enmity with anyone, but to be friendly with everyone.
If there is conflict, it must be resolved through dialogue. We have given a clear message that there should be no war. We are seeing conflicts in the world. A humanitarian crisis has been seen. The UN Charter, international law and human rights have been violated. Geopolitical competition for peace and progress has created a humanitarian crisis. These conflicts need to be resolved through diplomacy and dialogue.
Second, Nepal is the country most in crisis due to climate change. Nepal is in the top 20 in the list of countries that will be damaged by climate change. But this crisis is not happening because of Nepal. Nepal has preserved 46 percent of the forest. Our mountains are also working to balance the temperature of the world. In this situation, we have given a clear message to the world about the impact of climate change on Nepal.
The third party, we have also clearly stated the issue that Nepal has asked to end the peace process. In this matter, the Prime Minister and I have also stated that we have concluded the law in various speeches and meetings. We also maintained that this is a domestic peace process. We have also conveyed the message that Nepal has created a victim-friendly law by observing international laws and laws and paying attention to impunity.
You addressed the Security Council this time . Important decisions of the UN must either be approved by the Security Council or decided by the Council itself. What is the topic you want to emphasize on behalf of Nepal during the address of the Security Council?
In the Security Council, I mentioned that there is now the most war going on since the Second World War . Also, this is a very complicated time for the world. I said that at such a sensitive and important time, the United Nations cannot fail to maintain peace. I made it clear that we should prioritize world peace and as an active member of the United Nations, Nepal is also watching it closely.
I emphasized that it is necessary to recognize the current turbulent situation and move towards sustainable peace. Also, there needs to be unity in the current Security Council (among the members) to solve the current problems and conflicts. For fairness, equity, inclusiveness and justice we have to restructure the UN It has become mandatory. Big or small, powerful or weak, rich or poor, we need a broadly representative, democratic, transparent, accountable Security Council. Who should play a role in increasing the work of the UN effectively. He also raised the matter of the restructuring of the Security Council as another important issue. Because, after the Second World War and now the situation is also different . I emphasized that the Security Council should also be made timely. As the Security Council plays an important role for peacekeeping missions, it is necessary to work through diplomacy, mediators and peacekeeping missions to prevent conflict.
We need regional organizations and international economic organizations to play a role in reducing conflict and creating an environment for peace. The UN builds a secure future for all. In the face of all the current challenges, the United Nations must fulfill unity, respect and responsibility.
In his capacity as the president of LDC, he addressed on behalf of Nepal at the G-20, the organization of the richest and most influential countries in the world. What message did you convey? 
First of all, I asked them to increase assistance to LDC countries. In addition, the LDC countries should be represented in the world's multilateral organizations and governing bodies. Apart from some Nordic countries, 0.6 percent of the aid amount to be given has not been given to other countries . This is also an important topic. The committed countries should provide financial assistance to less developed and other countries with weak economic conditions. I mentioned that the G-20 also gave one membership to Africa and made it clear that LDCs should also be given one membership .
In the speech of the General Assembly and other sideline meetings, Prime Minister Oli and you raised your voice about the negative effects of climate change and the compensation that countries like Nepal should get. What is Nepal trying to tell the world in the field of climate change?
Climate financing has not received 30 percent of what it should have. The countries have committed, but the funds have not come to the fund . On the other hand, the position of 'Loss and Damage Fund' is also the same. We have been hit the hardest by climate change. Due to climate change, there are floods, landslides, glaciers bursting, problems in our rivers and canals, hydroelectric power houses are washed away and many human losses are caused. Who will pay the compensation for this? Because Nepal's carbon emissions are insignificant, while the snow and forests of Nepal's mountains are doing important work to protect the ecological system of the world. Look at the
, who will pay for the environmental, humanitarian and hydropower damage in Solukhumbu? This problem has come due to climate change. Therefore, we have said that it should be compensated from the 'Loss and Damage Fund'. In addition, we have also raised the issue of climate justice . Cyber security is now a global problem. Artificial Intelligence (AI) can cause even bigger problems if used incorrectly. How did you find it viewed by the UN?
Before coming to New York, I attended a conference of women foreign ministers in Canada. There we also discussed the situation of 'miss and disinformation' through information technology . The European Union has already advanced a policy on how to use cyber special forces. But it needs to be addressed globally. Because now the coming generations seem to be negatively affected in many things .
It has been raised that there is a lot of 'harassment' for women who come out in public and work and it should be regulated. This topic was also discussed during the 'Summit of the Future'. UN Secretary General Antonio Guterres is also interested in this issue. The UN is working on "hate speech, misinformation and disinformation" by creating a strategy and action plan.
