Kathmandu local levels have set the fees that private schools can charge. Kathmandu's Budhanilkantha, Nargajun and Kirtipur municipalities have set the maximum and minimum fees that private schools can charge. The municipalities have given information on the fees set by classifying private schools on their websites. Budhanilkantha Municipality Chief Mitharam Adhikari said that the decision to operate schools was made after determining the fees of private schools.
Municipalities have set the fees so that they can charge a minimum of Rs 2,400 for the Early Childhood Development (ECD) class and a maximum of Rs 7,755 for the class 10 class. The fees have been classified into categories A, B and C. According to the fee schedule, schools in the same category can charge different fees according to the municipality.
Budhanilkantha has set the monthly fee for play group at Rs 2,860, nursery at Rs 2,960, LKG at Rs 3,080 and UKG at Rs 3,190. Nagarjuna Municipality has set a fee of Rs 2,400 to Rs 3,700 for nursery. 'A' category schools will be allowed to charge Rs 3,705 for nursery, Rs 3,000 for 'B' category schools and Rs 2,400 for 'C' category schools. The municipality's Deputy Secretary Krishna Bahadur Kunwar said that the fees are fixed based on the classification of the school.
Kirtipur Municipality, on the other hand, has set the fees on a tier-by-tier basis. Schools have been classified into 4 categories, A to D. The municipality has stated that A category schools for grades 1-5 will be allowed to charge Rs 4,814, B category schools will be allowed to charge Rs 4,012, C category schools will be allowed to charge Rs 3,208 and D category schools will be allowed to charge Rs 2,406 per month. Nagarjuna Municipality has decided that 'A', 'B' and 'C' category schools will be allowed to charge Rs 4,200, Rs 3,375 and Rs 2,700 for grade 1. Budhanilkantha Municipality has set fees of Rs 4,290, Rs 3,575 and Rs 2,860 for 'A', 'B' and 'C' category schools in Class 1.
In Budhanilkantha, 'A', 'B' and 'C' category schools in Class 8 will be allowed to charge fees of Rs 5,600, Rs 4,675 and Rs 3,740 respectively. Nagarjuna Municipality has set fees of Rs 5,325, Rs 4,250 and Rs 3,400 respectively for 'A', 'B' and 'C' category schools in Class 8.
In Kirtipur, the municipality has set fees of Rs 5,501, Rs 4,584 and Rs 3,637 respectively for 'A', 'B' and 'C' category schools in Class 6-8. The maximum fee for Classes 9-10 in the said municipality is Rs 7,436 and the minimum fee is Rs 3,743. The municipality has stated that 'A' category schools in Nagarjuna Municipality will be allowed to charge a maximum of Rs 7,000 in class 12. Nagarjuna schools will not be allowed to charge more than Rs 5,950 in class 10. 'A' category schools in Budhanilkantha will be allowed to charge up to Rs 7,755 in class 10.
According to the Institutional (Private) School Fee Determination Criteria Directive 2072, private schools are allowed to charge fees. The directive specifies the criteria for classifying schools and setting fees. The Ministry of Education had directed schools and local levels to charge fees only as per the directive.
The directive has made arrangements for private schools to charge fees under 14 different headings. It is mentioned that they can charge fees for monthly tuition, annual, admission, deposit, examination, computer, transfer certificate, special training, accommodation, food, transportation, educational tours, inter-school competition operations and educational materials. Admission fees can be charged only once, equivalent to 1 month's monthly fee.
Annual fees cannot be charged more than two months' monthly fees. The guidelines state that examination fees cannot be charged more than 50 percent of the monthly fee. There is a law that requires parents to charge fees privately only after the fee is approved by the local level.
