The All-Revolutionary Party (AKP) close to the Nepal Communist Party (NCP) has locked down Tribhuvan University. The revolutionaries locked down the offices of the Vice-Chancellor, Rector and others on Friday as the previous agreement had not been implemented.

The offices of the Vice Chancellor, Rector and others have been locked since Friday due to non-implementation of the previous agreement, said Dinesh Ayer, chairman of the Krantikari committee. The Krantikari committee chairman said that the lockout was due to non-implementation of the agreement to reduce the fees of the departments of International Relations and Diplomacy, Gender Studies, Social Work and Conflict Peace and Development Studies. The Krantikari had created these four departments as self-sufficient programs through the budget and programs. The agreement was reached after the Krantikari protested for 34 days demanding a reduction in fees.

Vice Chancellor Deepak Aryal said that the lockout was in the process of implementing the agreement. ‘An agreement was reached to adjust the fees of the four departments.’ This is a matter related to financial administration. It is still in the process. A detailed study is necessary as decisions related to the financial aspect can have many impacts,' he said, 'They locked the doors in a hurry while the fee adjustment process was still ongoing.'

Vice Chancellor Aryal says that the student organization has been asked to open the doors and if they refuse, they will open them with the help of the administration. 'The Supreme Court has ordered not to lock the doors. If they refuse, they will open them,' he said, 'We cannot keep them locked forever. How can we fulfill the demands if the office where the Vice Chancellor works is closed?'

The Supreme Court had issued an interim order in Ashar last month to open the doors that had been locked for a month. The Supreme Court's interim order was not to lock the doors in the name of the Ministry of Home Affairs, Police Headquarters and Police Circle Kirtipur, and if they were locked, to open them. After the bench of Justice Nripadhwaj Niraula gave the order, the ones who locked the doors, including the revolutionaries, opened them themselves.

Advocate Mahesh Bhattarai had filed a writ petition naming the Ministry of Home Affairs, Police Headquarters, District Administration Office, Kathmandu, Police Circle Kirtipur, Vice Chancellor, Registrar's Office as respondents. At that time, partial lockout was imposed in the name of Professors' Association, Akhil Krantikari and Navy Union. There were separate lockouts in the offices of the Vice Chancellor, Registrar, Rector and Service Commission.

Krantikari's Tribhuvan University Committee Chairman Air says that there was no hearing even when he submitted a memorandum to the concerned body for the implementation of the agreement. He says that pressure was exerted by the lockout for university reforms.

Krantikari has demanded that the departments' teaching and learning be conducted in the morning session as well. "By not implementing the agreed upon matter, the future of the students has been played with," the statement said. "As per the agreement, we would like to inform you that the lockout has been imposed until the re-admission notice is released, with the admission of the first semester in this academic session and the teaching and learning activities taking place in the new building."
