Nepal Open University has awarded its first Doctor of Philosophy (PhD) degree. The university on Wednesday awarded the doctorate certificate to Baburam Bhul of Achham in the field of Doctor of Philosophy in Development Management under the Faculty of Management and Law.

Bhul is currently working as an Audit Officer in the Office of the Auditor General. Bhul, who lives in Baradadevi Bhuwa, Bannigadhi Jayagarh Rural Municipality-3, Achham, has conducted research through the university on the title ‘Representative Bureaucracy: The Relationship between Positive Discrimination (Reservation) Perspectives and Organizational Commitment among Marginalized Community Employees in Nepal’s Civil Service’.

The research focuses on the relationship between the perceptions of employees from marginalized communities towards reservation and their commitment to the organization.

According to the university, Dr. Bhul is probably the first person from the Bhul community to obtain a doctorate. This achievement is considered important in terms of access to higher education and representation for marginalized communities along with personal success. 

Baburam Bhul receives the first PhD degree from the Open University

The university believes that his research will provide a new debate and perspective with a scientific basis on the institutional commitment of employees from marginalized communities working in the civil service of Nepal, inclusive governance, and public policy making. This study is considered important as an attempt to highlight the interrelationship between the effectiveness of reservation policy and organizational performance.

In terms of his educational journey, Bhul passed his SLC from Saraswati Secondary School, Jayagarh in 2064 BS. After that, he completed his studies from Tribhuvan University, where he completed his Masters in Sociology, Political Science and Public Administration, Bachelor of Laws and MPhil.

Bhul will be formally initiated at the convocation ceremony of Nepal Open University to be held on Magh 11, the university has stated. It has been scheduled that Minister for Education, Science and Technology Mahabir Pun, who is also the Chancellor of the university, will administer the initiation to him at the convocation ceremony.
