Baral resigned within 13 months of being appointed as the Vice-Chancellor for four years. After accepting his resignation late, Oli gave Rector Khadg KC the responsibility of Acting Vice-Chancellor for three months on 2 Baisakh. Since then, Duvinand Dhakal, Dean of the Faculty of Humanities and Sociology, has been working as the Rector.
There is a provision in the Tertiary Act that the Rector can be given the responsibility of Acting Vice-Chancellor for a maximum of 3 months when the Vice-Chancellor is vacant. During that period, a 3-member Vice-Chancellor Selection and Recommendation Committee will be formed under the coordination of the Minister of Education and the appointment process will have to proceed . The Prime Minister's Secretariat said that the recommendation committee could not be formed due to the change of education minister and vice-chancellor. After Vidya Bhattarai resigned, Raghuji Pant was made Education Minister on 11 Baisakh.
