In Tribhuvan University, the recruitment process of 8500 employees from Office Assistant (Purchaser) to Administrator (Secretary) level has been stopped in the Service Commission for one and a half months.

The Executive Council of the University recommended to the commission to appoint 500 employees through open competition and 353 employees through internal competition and promotion process. Although it was recommended on November 18, the publication of advertisements has been stopped for one and a half months due to the pressure of some employees.

There is a provision for the University to request the vacancies of positions and numbers of staff required by the Council chaired by the Vice-Chancellor. According to the demand, the commission invites advertisement and fills the posts through examination. However, some high-level employees who are candidates for promotion have been pressured not to publicize the advertisement saying that they are going to fill only a limited number of posts by hiding the vacant posts, said the source of the University. Even the University Staff Association has been pressing for promotion and internal competition for all vacant positions.

Trivica Registrar Kedar Rizal said that he got the information that the Service Commission is preparing to open advertisements as per the recommendation of the council. "There is a shortage of staff," he said, "understanding that, we are hopeful that the Service Commission will soon advertise and fill the staff positions." The commission has been unable to fill the posts by publishing regular advertisements and conducting examinations. Due to non-regular appointment of teachers and staff of permanent nature, there is a growing tendency to appoint them on part-time, contract and salary basis to avoid shortage. 

According to a source, the officials including Trivi Vice Chancellor Kesharjung Baral, Rector Khadg KC and Registrar Rizal were angry because the Commission did not advertise for one and a half months. An employee of the Service Commission said that after preparing to publicize the advertisement only for certain posts, the promoted employees threatened to go to court. He says that due to pressure and threats, Commission Chairman Ghanshyam Bhattarai could not decide to open the advertisement. 

A member of the council said that it is not recommended to advertise according to the vacant posts of Administrator (Secretary), Co-Administrator (Co-Secretary), Deputy Administrator (Deputy Secretary), Officer, Head Office Assistant. There were many vacancies in the administrative posts. "Only one post is going to be advertised," he said, adding that other posts, including co-administrators, are going to be promoted. Employees are dissatisfied with that.' 

University officials say that the council has the authority to decide how many employees are needed and how much to demand. A position may have been created at some point. Now the university is in the process of restructuring,' said an official, 'It is not mandatory that employees should be appointed to positions that are not necessary.' claimed. "Now when trying to break, it looks like some kind of obstacle," he said.

Commission chairman Bhattarai and administrative head Kedarnath Dhakal have also been accused of delaying the publication of advertisements by supporting the employees. The professors allege that Dhakal is a candidate for promotion to the post of administrator, but as there is only one post advertised, they stopped the advertisement as they were not suitable.

President Bhattarai said that the delay was due to the time taken in preparing the syllabus before conducting the examination. Advertisements are not stopped for other reasons. The examination will be conducted according to the new syllabus,' he said, 'the advertisement will be published soon.'

The president of the employees' association, Chhatra Karki, said that he has been drawing the attention of the officials to the issue of concealing the vacancies. "We have said that advertisements should be opened for all vacancies," he said, "We have not stopped advertising." 

There have been obstacles in the appointment of staff and professors in the university due to various reasons. After allegation of irregularity in the examination, from 2067 to 2076, the filling of the post was interrupted several times. The appointment process seems to have come to a standstill after the authority filed a case on the allegation of irregularity in the employee examination conducted in 2075. The ad was canceled only last November.

The Public Service Commission has also intervened after questions were repeatedly raised in the examination conducted by the Service Commission. The commission has increased its role in question paper preparation, examination center, answer sheet examination and result publication. There is a provision to have public service members as representatives in universities including tertiary institutions. Last August, the Deputy Professor examination was conducted under the supervision of Public Service. Before that, it was the practice of the Service Commission to do all the procedures related to the filling of posts and only the representative of the public service would be a witness. 

Last August, the public service conducted the selection test for deputy professors in the faculties of medical education, engineering, science, forestry and agriculture. The results of the examination for medical science have been announced, while others are in the process, the commission said.
