While the practice of having the Prime Minister as the Chancellor and the Minister of Education as the Vice-Chancellor has been in place, in Nepal University, the Chancellor has been selected from the academic field. The first meeting of the Conservation Council held in Kathmandu elected Vindunath Lohani as the Chancellor.

In the Nepal University Act 2081, there is a provision to have the Board of Trustees as the highest governing body.

A law was made last October with provisions for the chancellor to be appointed from among the nominated members of the Protection Council. According to the same arrangement, Lohani was elected as the chancellor for four years, according to the statement issued by the university. In the

act, there is a provision to have a guardian council under the leadership of an academic person. There is a provision that in the universities including Tribhuvan which are currently operating, the assembly will be the highest body and it will be chaired by the prime minister as the chancellor.

There is no prime minister or minister in any body of Nepal University. Educationists have been saying that other universities should also be operated in the same model. The report of Higher Education Commission 2075 also suggested the same to the government. 

Academicians who have made excellent contributions in the field of educational development and upgrading, academics who have contributed to the establishment or operation of Nepal University, industrialists, employers and farmers one/one, donors and people who have contributed in the field of public administration, management, academic research, council members of Nepal University There is a system to be nominated.

The Vice-Chancellor, the Secretary of the Ministry of Education, the Secretary of the University Grants Commission, the Secretary of the Provincial Ministry of Education, the head of the local level where the university is located and the registrar will be members of the Guardian Council.

The newly appointed Chancellor Lohani is the former Vice President of the Asian Development Bank (ADB). He completed his graduation in Civil Engineering from Birla Institute of Technology, India in 1970.

He received his master's degree in civil engineering from the University of North Carolina, USA in 1974 and his master's degree in environmental technology and management from the Asian Institute of Technology (AIT), Bangkok in 1977.

Lohani, who started his professional life from the civil service of the Nepal government, became a professor at AIT and worked in various important positions at the Asian Development Bank for 30 years. 

Nepal University is preparing for establishment and operation. This university is planned to operate in Nawalparasi area.
