The Far West Court held in Dhangadhi has concluded with the issuance of a 10-point Far West Declaration. The two-day program expressed a common commitment to develop the Far West as a center for production, investment, tourism, and entrepreneurship. The declaration sets out the goal of making the province self-reliant and investment-friendly by strengthening cooperation between all three levels of government, the private sector, and development partners. The declaration also states a commitment to create an investment-friendly environment through public-private partnerships by expanding transportation, energy, communication, technology, and industrial infrastructure. The declaration includes taking special initiatives with the government to ensure the necessary land, services, and facilities to establish large and medium-sized industries. Similarly, the goal is to make the investment process easy and hassle-free through good governance, policy stability, transparency, and a 'one-window system.' The declaration states that priority will be given to youth entrepreneurship, startups, agro-based industries, and skill development programs. A commitment has been expressed to emphasize the protection and research of historical, cultural and archaeological heritage for the promotion of tourism.

It has been announced to increase the use of technology and innovation in education, health, agriculture, tourism, public services and disaster management and to take initiatives to build an employment-oriented and self-reliant society.

It has also been decided to create a favorable environment for safe immigration and remittances to invest in productive sectors, to demand a special development package for the Far West from the federal government, and to strongly demand compensation for past development disparities.

The declaration states a commitment to organize a 'Far West Court' every year and submit the suggestions and conclusions received to government bodies as policy recommendations. Speaking at the closing ceremony, former Minister of Economic Affairs of the provincial government, Naresh Shahi, stated that the Far West has always been discriminated against and said that the government should provide compensation through special investment.

Shared commitment to development

Federal MPs, provincial assembly members, private sector representatives and experts participating in various thematic sessions organized under the program have expressed their commitment to move forward together for the development and prosperity of the Far West. In the session on ‘Political Commitment to Development and Prosperity’, National Independent Party MP Dr. Anand Chand, UML MP Ganesh Singh Thagunna, National Assembly members Narayan Dutt Bhatta and Garima Shah said that cooperation is necessary to rise above party politics to solve the long-term problems of the province.

They emphasized the operation of Shaheed Dasharath Chand Medical University, the rapid implementation of Gaurav's projects and the need to give priority to the Far West in the upcoming budget. The session was facilitated by senior journalist Rajendra Baniya.

In the debate on ‘Far West Tourism: From Branding to Investment’, participants said that despite the great potential of tourism, there is a lack of investment and effective promotion.

Former Deputy Mayor of Dhangadhi Sub-metropolitan City Sushila Mishra, Provincial Secretary of the Ministry of Industry, Tourism, Forest and Environment Dirgha Narayan Koirala and businessman Dinesh Bhandari said that the tourism sector has been affected by easy access to India, lack of quality hotels and infrastructure. They said that if the provincial government provides special facilities to investors, an investment-friendly environment can be created.

In a session on ‘Private Sector and Investment: Policy to Open Opportunities and Measures to Remove Obstacles’, outgoing President of the Federation of Nepalese Chambers of Commerce and Industry Chandra Dhakal said that although the Far West is full of potential, it is neglected in terms of investment. He said that there is great potential in the market close to India, tourism and herbal medicine sectors and said that coordination between all three levels of government is necessary to create an investment-friendly environment. Birendra Raj Pandey, President of the Confederation of Nepalese Industries, expressed the view that the private sector will invest based on government policies and assurance of returns. The said session was facilitated by senior journalist Prashant Aryal.

In the session ‘Special Dialogue with Provincial Assembly Members’, participants said that Sudurpaschim has not been able to develop as expected due to the weakness of political leadership. NCP Parliamentary Party Leader Khagraj Bhatta, Social Development Committee Chairman Dharmaraj Pathak and Nepali Congress Provincial Assembly Member Dammari Mahara said that the state should view Sudurpaschim with special importance and provide plans and budget accordingly.

In the debate on ‘Labor, Employment, Education, Health and Safe Migration’, participants said that quality health and education services are still not available in remote areas. Provincial Secretary of the Ministry of Social Development Dr. Hemraj Regmi, President of the Private Hospital Association Sudurpaschim Tirtharaj Pant and Provincial Chief of UNFPA Dr. Rajkumar Dhungana mentioned that access to health and education is still weak in the hilly districts.

In the closing program, President of the Sudurpaschim Bikas Foundation Sher Bahadur Shahi said that a new campaign has been started in the debate on prosperity through the ‘Sudurpaschim Kachahari’. He expressed his commitment to build a prosperous Sudurpaschim by utilizing the potential, energy and opportunities of the province and informed that the second edition of the Kachahari will be organized in the upcoming Falgun 2083.
