Speakers have emphasized the need for cooperation between all three levels of government for the development of the Far West Province, as well as the participation of the private sector and international investors.

Speakers participating in the session 'Policy Debate on the Potential and Prosperity of the Far West Province' under the 'Sudur Paschim Kachhari 2083' organized by the Far West Development Foundation and coordinated by the Provincial Policy and Planning Commission said that the economic prosperity of the province is possible only through joint efforts.

Chief Secretary of the provincial government Baikuntha Aryal said that cooperation between the provincial, local and federal governments is necessary for the construction of development projects in the province. Informing that the provincial government is preparing for a development and investment conference to attract the private sector and international investors, he said that there is great potential for agricultural production in the southern part of the province, forest products in the intermediate region, and herbal and Himalayan livestock production in the northern region.

He mentioned that the Far West can be made a center for health education and medical production by operating the Shahid Dasharath Chand Health Sciences University in Geta. Stating that there is a potential for 18,000 MW of hydropower generation in the province, he said that integrated investment by the federal government and the private sector is necessary.

Vice-Chairman of the Provincial Policy and Planning Commission Dr. Jeevan Rana said that Ramaroshan, Khaptad and Badimalika can be developed as a tourist circuit. Stating that the provincial government alone cannot take forward all the projects due to limited resources, she informed that priority will be given to the provincial pride projects in the upcoming budget.

She said that preparations are being made to implement the road network master plan, agriculture master plan and tourism master plan and that budget will be allocated for religious and tourist sites that will identify the province.

National Planning Commission member Arjun Jung Thapa informed that a detailed project report (DPR) is being prepared to expand the Gaddachauki-Attariya-Chisapani road section into four lanes. He said that the Postal Highway will be completed within three years and a significant amount will be allocated for the Seti Highway in the upcoming budget.

According to him, there is a plan to connect Khaptad, Ramaroshan and Badimalika with the Karnali and Seti highways. He also said that the Ranijamara Kularia Irrigation Project and the Dhangadhi-Dipayal-Chaitpur-Urai road have also been given priority.

Meanwhile, the speakers participating in the second session on 'Practice of Federalism: Experience, Challenges and the Path to Reform' said that federalism has become weak because the federal government has not transferred powers to the provinces.

Founding Chief Minister of Sudurpaschim Trilochan Bhatta said that there is a negative debate on federalism as the powers of the provinces mentioned in the constitution have not been implemented in practice. Stating that the problem has arisen because the law on common rights has not been enacted on time, he said that there is a problem of administrative and political thinking in the implementation of federalism.

Former Chief Minister Dirgha Bahadur Sodari said that although federalism was brought with the aim of taking the government to the doorsteps of the people, it is being negatively promoted due to the tendency of not giving powers from the higher level. He claimed that there has been significant progress in the road, energy and infrastructure sectors after the implementation of federalism.

Federalism expert Khimlal Devkota said that although the constitution has given police powers to the provinces, the federal government has not yet transferred them. He said that the provinces are facing problems in employee management due to the lack of a federal civil service act.

Financial federalism expert Somat Ghimire accused the provinces and local governments of not being given an environment to work independently as per the spirit of federalism. Federalism expert Parashuram Upadhyay said that 35,000 people's representatives have participated in direct governance through the federal system and that increasing women's participation is a positive achievement of federalism.

In today's third and final session, there was also a comprehensive discussion on the history, identity, literature and music of the province. In that session, former Chief Minister of Sudurpaschim Rajendra Singh Rawal said that issues of mythological importance should be prioritized. He said that a clear policy is needed to promote religious tourism in the Sudurpaschim province under the Dewatavi circuit.

Mentioning the efforts made to reform during his short tenure, he said that sufficient prosperity could be achieved from water, forest and land in the coming days. Stating that many historical aspects remain to be discovered and explored in the Far West, he said that a museum should be built and kept in the province to preserve the excavated and collected historical objects.

Yagyaraj Upadhyay, a member of the Academic Council of the Nepal Academy of Music and Drama, said that a music and history study center should be established in the province. He expressed the view that the history of the Far West and Doti state should be included in the curriculum.

Vasudev Pandey, a former academic member of the Nepal Academy of Drama, said that many topics are yet to be revealed about the history of the Doti state. He said that further discovery and exploration is needed by government agencies and that the Far West is still in the shadows. Today's program was facilitated by Tikaram Yatri, Manmohan Swar and Shivraj Bhatta.

The two-day Sudurpaschim Kachahari was inaugurated on Saturday by Sudurpaschim Province Chief Minister Kamal Bahadur Shah. Discussions were held in three sessions on Saturday.
