A new system introduced with the aim of improving the speed of publishing the results of the Secondary Education Examination (SEE) in the educational history of Nepal has been successfully implemented in Achham. Answer Book Testing Guideline, 2082', the cumbersome tradition of having to send answer books to other districts or centers for checking has come to an end from this year.
The answer book testing work began immediately after the English and Nepali subject exams conducted on Thursday and Friday at all 24 examination centers in Achham. A total of 4,991 students from Achham have participated in the SEE exam this year. Out of the 24 centers in the district, the center for examinees from 6 schools teaching technical subjects has been designated at Achham Multiple Campus, where the examination and testing work has been carried out with special arrangements.
According to Surendra Bajgain, Information Officer of the Education Development and Coordination Unit, Achham, the new practice has progressed systematically in the district. "No problem has been seen in Achham so far during the examination of the answer sheets. This new system has made the examination center more responsible," he said, informing about the initial phase of implementation. "This system has placed the Education Development and Coordination Unit in the main coordinating role. This has made human resource mobilization and monitoring effective at the local level."
The new directive has decentralized the entire responsibility and authority for the examination of the answer sheets. In the past, after the examination, all the answer sheets were collected and submitted to the police office, from there they were brought to the coordination unit and only then were they sent to another district or center designated by the board. Due to this process, the results would take months to come and there was a risk of the answer sheets being lost or damaged during transportation. However, the new procedure has paved the way for the examination of the answer sheets to start from 12 noon on the day of the examination.
Vrikesh Bogati, principal and center head of Shodsha Secondary School in the district headquarters, has described this as a great achievement in the education sector. ‘This is both an opportunity and a challenge for us,’ he said, ‘The long and cumbersome process of the past is now history. Now, as all the answer sheets will be checked within a few days of the end of the exam, students and parents will not have to wait long for the results.’
The recently issued new guidelines have also set strict standards to maintain the quality and confidentiality of the test. The school or center where the exam is conducted is considered the test center and according to the procedure, the test of any subject must be completed within a maximum of three days of the start of the test. If a close relative of an examiner is an examinee at the same center, the guidelines also have a mandatory provision to inform him about it and return the answer sheets on ethical grounds.
The procedure has also prescribed separate ink for the examiner and the examiner. According to which, the teacher (examiner) checking the answer sheet must use red ink, while the examiner who re-checks it must use only green ink. This is believed to maintain transparency in the marking process. Paying special attention to security in the testing room, it has been decided to work under CCTV surveillance as much as possible and to completely ban mobile phones or any other electronic devices inside the testing room. The provision that the marks should be sealed and submitted to the Education Development and Coordination Unit immediately after the answer sheet is checked will now make it easier to publish the SEE results at the provincial level.
