The hospital's services have been affected after employees of the District Hospital Achham have been accused of irregularities.
The specialist services provided by the hospital have been stopped after a dispute between employees. Dr. Kamlesh Prasad Yadav, who was previously the acting medical superintendent of the hospital, had written a letter to the Ministry of Social Development of the Far West government on February 10, alleging that senior employees of the hospital had been involved in theft of goods and financial irregularities. He alleges that the hospital employees did not cooperate in their work and that medicines worth Rs 5 million were stolen from within the hospital.
The hospital has stated that services such as vasectomy, appendectomy, hernioplasty, hemorrhoidectomy (piles), hydrocele, circumcision, and laparotomy have been stopped. The surgeries for which Dr. Yadav used to be performed under his leadership. Despite working at the district hospital, Dr. Yadav has not come to the office.
‘Until now, cash, medicines and equipment in the store have been stolen with the help of the hospital’s Assistant Administrative Officer Jhapat Bahadur Thapa and Store Keeper Senior Nursing Inspector Ganga Budhamagar, Hitesh Khadka, who works at the cash counter, and other pharmacy and store employees,’ Acting Hospital Chief Dr. Yadav said in a letter sent to the Ministry of Social Development. He alleges that the hospital’s own employees transferred him due to political pressure.
The District Hospital Management Committee has been vacant for a year. Last Magh 07, Acting Chief Dr. Yadav had written a letter to deposit the amount, saying that Health Assistant Hitesh Khadka, who works at the cash counter, had embezzled Rs 18,72,573. ‘I don’t even want to live in Achham anymore. I raised my voice because I felt that someone had to speak out about the irregularities and the goods worth Rs 5 million stolen from the hospital,’ Dr. Yadav said, "I will investigate the irregularities and put the hospital in the system. I have filed a complaint for investigation myself, but the ministry has not paid any attention so far."
Outgoing Mesu Dr. Yadav's allegations have been jointly refuted by the hospital administration's senior nursing inspector Ganga Budha Magar and assistant administrative officer Jhapat Bahadur Thapa. The hospital issued a statement claiming that Dr. Yadav's allegations are baseless and are just anger after losing his post.
In the context of Dr. Yadav's allegations of embezzlement of Rs 18,72,573 at the cash counter, the hospital has admitted that the amount was collected from the user ID of employee Hitesh Khadka. However, it is said that the amount was not hidden, but after the audit showed complaints, the employee was repeatedly sent letters and taken to the recovery process. The hospital administration has accused Dr. Yadav of politicizing it even though it is a regular administrative process.
‘It is natural that some time passes while selling medicines, due to which a slight difference in quantity may be seen. An investigation committee has been formed in this regard, but the absence of the head of accounts has only delayed the report,’ the hospital administration claims. An investigation committee was formed under the auspices of Senior Nursing Inspector Ganga Budhamagar to investigate whether there was any embezzlement of medicines in the hospital pharmacy, and since the head of accounts was not present, further process has not been able to proceed. The audit showed that the amount was embezzled in the name of Hitesh Khadka, an employee of the hospital, and it has been mentioned that it should be recovered.
Dr. Yadav has sent a letter to the ministry for investigation, but there has been no response so far.
Dr. Yadav has claimed that the hospital is lying about the allegation that he was transferred under political pressure. The hospital claims that the ninth-level medical superintendent, who was permanently appointed by the Far Western Public Service Commission, was posted as per the quota. ‘We will take legal action against Dr. Yadav, who is making various allegations by naming names and making character assassinations,’ said Budhamagar. ‘It is wrong to be the head of the office and accuse others.’
She alleges that Dr. Yadav, in violation of the Public Service Commission, committed irregularities such as sitting on the selection committee at the District Hospital Achham and admitting his own wife Sunita Adhikari. Last Baisakh, Dr. Yadav’s wife Adhikari was appointed on a contract basis in the Special Newborn Care Unit (SNCU) as a medical officer.
