Preparations are underway to hold the Sudurpaschim Provincial Assembly meeting on Wednesday after five months of being stalled since the Gen-G movement. The Sudurpaschim Provincial Assembly has been stalled since last Bhadra 5.

The provincial assembly, which had been dormant since the beginning, was physically devastated after being caught in the grip of the Gen-G movement. The provincial assembly secretariat has stated that various bills that needed to be drafted have piled up after the provincial assembly was shut down for months. According to the provincial assembly secretariat, bills dating back to February 2008 are currently piling up.

The government is under pressure to amend the Sudurpaschim Province Local Service Formation and Operation First Amendment Bill-2082, which was passed by the same convention. Even now, officials of the provincial assembly secretariat say that the government is in a hurry to convene a meeting for the same reason. Local level employees have been agitating for a long time because the provisions of the bill have affected the recruitment, leveling, upgrading and promotion of contract service employees at any level at the local level.

The service itself has been affected after some local levels have removed all contract service employees. After Budhiganga Municipality in Bajura dismissed more than 120 employees due to the same bill, seven health institutions operating solely on contract employees have been shut down for three months.

‘Meanwhile, many law-making projects have been stalled,’ said Yubaraj Jaishi, Information Officer of the Provincial Assembly Secretariat. ‘Law-making projects registered in 2008 Falgun have also been stalled. There are many businesses including Tikapur University, Technical University, and amendments to local level laws.’

Jaishi said that the forest law amendment registered in 2008 Falgun and the University of Science and Technology registered in 2008 Chaitra have also not been able to go through the legal discussion. He said that the law related to goodwill registered at the same time has also been stalled.

Five bills are registered in the secretariat. The Far Western Province Local Services (Establishment and Operation) (First Amendment) Bill, 2082, a bill to make provisions regarding Tikapur Science and Technology University, a bill to make provisions regarding the management of pesticides in the Far Western Province, a bill to amend the Dalit Empowerment Act, 2078, a bill to make provisions regarding the conservation and development of the Far Western Province Barghar and Bhalmansa customs, and a bill to amend some industry and forest-related acts have been registered, the secretariat has stated.

On the other hand, the entire physical structure, including the meeting room of the Provincial Assembly, was destroyed during the Gen-G movement. At present, the repair and reconstruction work of the meeting room of the Provincial Assembly building is going on at a rapid pace. ‘We have set a target to complete the Provincial Assembly meeting room by Tuesday,’ said Information Officer Yubaraj Jaishi, ‘Almost all the essential work has been completed.’

Normally, this is the time to end the budget session and start the winter session. But since the budget session could not be concluded, preparations were made for the meeting on Wednesday by continuing the same session. The winter session is also a law-making session. In the meantime, the arithmetic that had been in place in the Sudurpaschim Provincial Assembly has also changed. The Nepali Communist Party has become the largest party in the Provincial Assembly. The Nepali Communist Party has become the largest party after the merger of the former Maoist Center, the Unified Socialist Party and the Civil Liberation Party. The Congress was previously the largest party with 18 MPs in the 53-member Sudurpaschim Provincial Assembly. The Maoist Center, which has 10 MPs, and the Unified Socialist Party, which has four MPs, had already merged to form the second largest party with 13 MPs (one suspended). On Monday, the Civil Liberation Party, which had seven MPs, also merged with the Nepali Communist Party, and now the party has 20 MPs. The Congress-led government in the Far West is currently in partnership with the UML. The UML has 11 MPs. There is one RPP and one independent MP (currently from the Rashtriya Swayamsevak Sangh) in the provincial assembly.
