The work on the assembly hall to be constructed in Kirtipur has not progressed even after years. The work, which was started after realizing the need for such infrastructure, has now come to a standstill due to the lack of assembly halls in both the government and private sectors.
According to Gagan Singh Bhandari, head of the District Coordination Committee, Dadeldhura, the work was started on the initiative of the District Coordination Committee after the proposal for the construction of the assembly hall was approved by the Ministry of Physical Infrastructure of the Far Western Province Government. ‘We had taken the initiative for this as the assembly hall was essential in Dadeldhura, but now the work has been stopped,’ he said.
A plan was made to build an assembly hall with a capacity of 200 people at a cost of 25 million rupees. The foundation was first laid in the fiscal year 2079/80 and iron rods were installed for the pillars, but the work did not progress after that. Now, weeds have grown on the foundation and the construction site is in a dilapidated condition.
The foundation was dug to build the assembly hall on the land in Kirtipur, where the District Coordination Committee office is located. The foundation was dug and the structure was prepared at a cost of 4 million rupees in the first year, but the work has been stopped since then. Jesus Chief Bhandari said that despite repeated correspondence with the Urban Development and Building Office, the work could not continue. According to Bhandari, the Ministry of Physical Infrastructure of the Sudurpaschim Province government had allocated 4.5 million rupees in the fiscal year 2081/82. However, the Urban Development and Building Office was given the responsibility of building construction, and the work could not proceed as the office did not issue a work order to the construction company. As a result, the amount was frozen.
A contract was called for in 2079 BS under a multi-year plan with a cost estimate of 20.5 million rupees for the construction of the assembly hall. The foundation work was completed in the first year, but the work was stopped due to lack of budget for the second year. Although some money was allocated last year, the work has not progressed due to various technical problems.
