The decision of the Sudurpaschim Provincial Assembly to build a permanent capital of the state at Godavari in Kailali has been stalled for 7 years. According to the details of the State Controller of Accounts Office, in the 6 years from the financial year 2075/76 to 2080/81, the government has spent 275 million 53 lakh 51 thousand on the maintenance of those structures. The highest amount has been spent in the financial year 2076/77. In the last fiscal year 2081/82, 49.9935 thousand was allocated for maintenance, but the details of the expenditure have not been made public. In the budget of the current financial year, the highest budget of 128 million has been allocated for the maintenance of the structure of the temporary capital.
The amount has been spent on economic affairs, physical infrastructure development, Ministry of Industry, Tourism, Forestry and Environment, Land Management, Agriculture and Cooperatives, Social Development, Ministry of Internal Affairs, Provincial Accounts, Attorney General's Office and the temporary office of the Public Service Commission. It is recorded that the government has spent 29 million 22 thousand rupees for the maintenance of the office of the Chief Minister and Council of Ministers in a period of 6 years.

However, a two-thirds vote is required to decide on the capital. Currently, the civil rights party has withdrawn the support of the state government.
