Bayalpata Hospital, whose services have been affected by the financial crisis for a long time, will be operated by the Sudurpaschim Province government from August 1.

This hospital, which provides all services free of charge, including specialists, has been operating for 17 years by a non-governmental organization called Nyaya Health Nepal with the support of international donors. The hospital has faced a financial crisis in the last few years after the financial support given to the hospital by foreign donors has been decreasing year by year. 

Social Development Minister Meghraj Khadka said that the formation order has been prepared to operate Bayalpata Hospital under him with 50 beds. He said that the first phase of the work has been completed by preparing the formation order based on legal bases such as Health Service Act-2075, Sudurpaschim Province Health Policy-2078, Provincial Government Operating Procedures-2077. 

ONM (Organizational Management Structure) committee for organizational management structure has also been formed under the coordination of the Secretary of the Ministry . The formation order has been prepared. To create government posts in Bayalpata Hospital, to appoint employees, ONM should not be done. Its work has also reached its final stage," he said, "The Ministry of Finance has also reached its final approval stage for the appointment of employees. Within the next few days, a vacancy will be opened to demand manpower according to the position.' 

70 percent of the Bayalpata hospital employees are being prepared to compete and bring in 30 percent of the employees from outside, he said. According to Minister Khadka, the process for the recruitment of 150 employees ranging from security guards, office assistants to specialist manpower for the 50-bed hospital has been started . 10 more medical officers, 8 specialist doctors, and staff nurses will be added to Bayalpata Hospital. "Currently, there is more vacancy in Bayalpata Hospital in all respects. The posts of Anmi, Aheb and HHA are less. We are trying to find out how to manage that too," said Minister Khadka.

He said that while other hospitals operated by the government mechanism were operated by the medical superintendent model, Bayalpata Hospital was going to be operated by the 11th level executive director model. He said that since the Nepal government has not kept the positions of purchase managers, community health workers and others in Bayalpata Hospital, it is a challenge to manage them. He said that through Nyaya Health Nepal, Bayalpata Hospital is also coordinating with supporting organizations for the management of community health workers working in the community.

Apart from the basic health services provided by the government of Nepal for free, now Bayalpata Hospital is also providing specialist services for free, and now there is a discussion on whether specialist services can be provided for free or not, he said. The hospital management committee will be formed with the public representative (mayor) as the chairman of the board of directors. That committee decides whether to charge a fee or do it for free, he said.

Minister Khadka said that the provincial government has allocated a budget of 80 million to bring the Bayalpata hospital under its control and the federal government has also allocated a budget of 60 million that can be spent only in the case of the province operating it. According to the administration of Bayalpata Hospital, a budget of 220 crores is required for running the hospital in one year.

As the state government is in the process of taking Bayalpata Hospital under its control, the service of the hospital is still being affected, said Mandeep Pathak, the head doctor of Bayalpata Hospital. According to him, specialist services provided by the hospital have been stopped. He said that doctors from the district hospital are providing services for delivery through operation and the lab equipment has not been purchased for the current year, so it is closed.

The hospital was established in the year 2008 with the financial and technical support of Nyaya Health Nepal and Possible International NGO in America. Since its inception, the hospital has provided free specialist services to more than 1.4 million patients. The hospital, which has been serving more than one lakh patients annually, is the first hospital to provide specialist services for Acham, Bajura and Doti.
