The construction work started for the construction of hostel in Trinagar Mavi of Dhangadhi has been stalled due to non-availability of budget. After construction stopped for two years, the building area is covered with weeds.
Although the Ministry of Social Development started the construction with a budget of 4 million in the first year, the budget was not allocated for two consecutive financial years since then.
On the recommendation of the then Chief Minister of the Far West, Trilochan Bhatt, the ministry said that it would provide funds for the construction of buildings for 12.5 million. Which was given a budget of 4 million in the financial year 079/80 and was placed in the running budget to complete the construction in two years.
After receiving the funds for the first phase, the initial phase work started. There was no budget allocation for the buildings to be completed in the second phase even in the financial years 080/81 and 081/82. The school hoped that the budget would come in the year 082/83. But Bhupalsingh Khadka, the principal of the school, expressed his sadness that the budget for building the building was not available this year.
Three years have passed since the building was supposed to be completed in two years. We thought that the budget would come this year, but it didn't," said Khadka. Students come to Trinagar from all the hilly districts of Far West. If the hostel is built, the school expects that the students will not have to live in the camp and it will be easier for them to study.
Headmaster Khadka says, 'The students should be able to stay after the construction has been completed so far, but the construction work has been stopped due to lack of budget. The school is serious about this and is taking special initiatives.
On the other hand, Jaidev Mahara, senior education officer and information officer of the Ministry of Social Development, says that the school has missed the request for budget. According to him, the budget should be requested in the month of January for the incomplete physical structure. But the school did not demand. The school had to ask for a budget for the incomplete dormitory building in January, but they did not ask for it. Therefore, it may be missed in the budget," he said. Mahara said that if there is a demand next year, the construction of the building will be included in the budget.
Principal Khadka said that the Ministry should automatically allocate the budget because the running budget means that it will be given until the completion of the plan. Shouldn't the budget be allocated?' he said.
