Due to the lack of coordination between the concerned agencies, waste management has become a challenge in Dipayal Silgarhi Municipality, which is the old regional headquarters.

Although the Garbage Management Act, 2068 encourages the collection of garbage, due to problems in its implementation, the garbage is dumped on the banks of the river. The garbage collected from Pipalla Bazar, Rajpur Bazar and Airport Bazar, which is also the main commercial center of the district, has been dumped on the bank of Seti River.

Gholtada is on the right side of the garbage dump and Pipalla village is on the left side. There is a suspension bridge leading from the market to the village about 50 meters below the garbage dump. Santosh Khadka, a resident of Pipalla, said that there is a situation where one has to hold one's nose while traveling in the village or on the bridge. There is often no way to walk on the banks of the river. Despite repeated requests, the municipality has not been able to come up with a sustainable plan for waste management, he said.

Dipayal Silagadi Municipality has been avoiding saying that it is not only responsible for its inability to manage waste. Shankar Suchikar, acting chief administrative officer of the municipality, said that even though the DPR has been prepared after looking at the land for waste management, the site cannot be opened now. Nothing will happen even if the municipality alone wants to do this. We are also appealing to the state and federal governments to see what happens," he said. He said that although the municipality looked for land to build a dumping site, the municipality lacked the budget to build it immediately. 

Last week, the garbage was collected from the market after the residents near the river bank stopped it by saying that they had brought it from elsewhere and dumped it. Everyone refers to their village and place as clean and tidy. Ours was known as a garbage dump village. That's why we blocked the road with stones," said a local.

According to Bajisingh Khadka, head of Dipayal Silagadi town, it has been agreed to dig a hole in a systematic way and keep the garbage in the place where it is being dumped until October/November and later a dumping site will be built at a new place. 

At present, 3 tractors of garbage are picked up daily from Pipalla Bazar, Rajpur Bazar, which is considered as the main business center of doti.

For about 5 years, garbage has been dumped on the river bank. Before this, Chisapani waste was being dumped in Ward-5 of Dipayal Silagadi Municipality.

Mayor Khadka claims that the Water and Sanitation Office dumping site will be constructed by October.
