About 350 households of Bannigadhi Jaigarh Rural Municipality-6 Darna have been forced to live in darkness after the electricity line was cut for 12 days. On August 2, 2077, the Darna small hydropower project was completely closed after the flood in Ramaroshan destroyed the canal.

A few months after the collapse of the small hydropower canal, Darna Electricity Cooperative bought electricity from the Electricity Authority Achham and brought electricity to about 800 households. In which Kalagaon of Mangalsen Municipality-14 was affiliated to Darna Electricity Cooperative and electricity was operated. 

Kalagaon Darna has been separated from the electricity cooperative and has been connected to the central line provided by the electricity authority in August 2081 after there was a dispute that the cooperative could not pay the tariff and the electricity authority repeatedly demanded to pay the tariff. 

Shanti Thapa, a local resident, said that because the electricity cooperative collects the fee from the consumers but does not pay the electricity authority on time, the common people are affected.

'We have paid the electricity bill every month . But the line has been cut for non-payment. Then we are asking the cooperative where the money we paid has gone . But cooperatives are also not being able to be responsible," she said. "Our children are deprived of education. At night, they are forced to read in the light of solar placed on the street . It has been more than a week since the mobile phone has been switched off without being able to charge it.

After the community-run electricity cooperative in Darna could not pay the fee for the electricity authorization, last year Bannigarhi Jaigarh Rural Municipality allocated 1.2 million budget to pay the fee. But the local level could not move forward after knowing that Beruj would come after paying the electricity tariff money. 

After five years of non-payment of electricity tariffs, cooperatives, wards and rural municipalities have been warned many times, but no one cares, said Hikmat Bisi, Head of Electricity Authority Achham Center . He said that even though there is still a small amount of tax to be paid in between, after the separation of Mangalsen Municipality 14 Kalagaon, there was less money coming from the tax and now the money has stopped coming. 

According to him, Darna Electricity Cooperative has yet to pay about 33 lakh rupees of tariff to Electricity Authority Achham. After the separation of Kalagaon from Darna, we have extended the central line of electricity to about 350 houses in August last year. We are ready to take the responsibility of connecting Darna with the central line. For that, the remaining fee had to be paid first," he said, "we did not cut the line at once without giving any information. We have already sent a letter to the cooperatives, wards and rural municipalities to pay the fees many times, it is already too much. But no one was responsible.'

Bannigarhi Jaigarh rural municipality has promised to pay the tax for two consecutive years, but they have not paid attention to paying the tax, he said. "Even though we have received a letter with a commitment from the village council that we are responsible for paying the electricity tariff, they still do not seem to care. The phone of the responsible person does not even pick up,' he said, 'Let's get to the bottom of the discussion, they have not come yet.'
