The policy and program submitted by the Far West Province government for the fiscal year 2082/083 has been passed by the provincial assembly meeting on Monday. Chief Minister Kamal Bahadur Shah answered the queries raised by the MPs during the discussion on policies and programmes.

Chief Minister Shah said that the budget is being prepared based on the four-point commitment announced by the government. Chief Minister Shah announced on Sunday that the state will not implement schemes below 2.5 lakhs, and that schemes will not be implemented through consumer committees.

He said that the budget will be arranged to include the plans recommended by the MPs in the constituencies. Rajendrasinh Rawal, the leader of the ruling UML parliamentary party, said that middlemen's interference in the budget should be stopped.

While speaking in the meeting on Monday during the discussion on policies and programs, Om Vikram Bhat, MP of the Maoist Center, took a dig at the innocent situation of the MPs for the budget.

'You have to say don't close your eyes and cry, you have to laugh with a stone on your heart,' said Narayan Gopal, reciting the song of his voice, saying that he had to stay without criticizing the government's wrong way of working, whether the plans he asked for were cut, or whether he could not get the benefits of power again.

"If we criticize the policy program for not being good, we are afraid that the government will not implement the plan, if we praise it, since the plan is not included in tomorrow's red book, there is a situation where we have to leave space for criticism, so when we listen to the opinions, it is like saying that we should dance in the court," he said. : Shahi

Speaking in the discussion on policies and programs, United Samajwadi MP Naresh Kumar Shahi said that during the preparation of the budget, there was confusion. He said that he had received a lot of information about the situation and that he had also informed the Chief Minister. He said, "The procedure should not be disturbed".

Shahi claimed that the minister's family members and party leaders are being mobilized in the preparation of the budget. He also requested the Chief Minister to stop such distortions. "The capital of the state is not someone's private property and it is not a property brought from someone's house," he said.

Backward districts should not be discriminated against: Dani

Congress MP Junakumari Dani has requested that Bajura and other districts which are lagging behind in development should be given priority in the next year's budget. He complained that Bajura was always neglected in the budget. The worst district is Bajura. Last year only 3 and a half percent of the budget was spent,' she said, 'This should not happen in the next year's budget.' He said that instead of upgrading existing hospitals, they were announcing provincial hospitals in other places. Will it go up to 92 crores in the field of chief minister and minister? What kind of budget distribution and inclusion is this  ?' he asked. 

No commitment to gender equality: Sharma

UML parliamentary party deputy leader Santosh Sharma Thapa pointed out that there is no commitment to gender equality in policies and programs. She said that last year there was a difference in the approach of looking at all the nine districts and emphasized that the budget should be brought in such a way that there is proportional development. "It should not be the case that the budget should only be given to places where there are accessible leaders and ministers, and districts like Bajura, Bajhang, Darchula, which are lagging behind in terms of health, education and drinking water," she said. 

Civil Liberation Party MP Ghanshyam Chaudhary pointed out that there should be harmony between the policy program and the budget. He emphasized that the budget should be implemented. In the discussion, MPs Janaki Kunwar, Ramesh Dhami, Chakra Malla and others also expressed their opinions.
