Gopal Hamal, mayor of Dhangadhi sub-metropolitan city, won the election by running as an independent candidate like Balendra Shah in Kathmandu and Harak Sampang in Dharan. It was not a matter of choice to win in Dhangadhi, which is considered a stronghold of the Congress, by defeating the opposition of even the big party.

Mayor Hamal, who has started to rise in the limelight by starting improvement works in Dhangadhi within a short period of his tenure, said that ``the development of Dhangadhi is his only goal'' and  The results he started and achieved in some of them made the majority of Dhangadhi residents  He created a situation that is hard to believe. He was creating hope by starting many new works in the development of Dhangadi.

But he suddenly fell seriously ill on 21st November 2018 . He was admitted to the Maya Metro Hospital in Dhangadhi with a headache and was referred to a well-equipped hospital by the doctors informing him that he had 'cerebral palsy'. He was then treated at Max Hospital in New Delhi, India. After 16 days of intensive treatment in Delhi, he was discharged and returned home.

After the mayor Hamal, who was spending most of his time in the development activities of the city, fell seriously ill, his past speed came to a break . He is also not in a condition to attend office daily.

'Doctors have said to rest . That's why when he tries to be lazy, it affects his health," said coordinator Bhatt, "now he has to do unnecessary and essential work from home." He has been streaming city activities, notices, information, appeals, complaints, etc. through social media.

Hamal, the head of the city, was setting up a thiti in the city. The result of daily work under own direct supervision in every job and now  It has made a lot of difference. "It seems that the vigilance that used to be among the stakeholders related to the sub-metropolis from the personnel administration is decreasing now," says one of the assistants of the mayor's secretariat.

He used to go to the office daily when he was healthy. The functioning of every branch was reviewed daily and weekly. Now that order is decreasing gradually, the self-employed say . There are 29 branches and about five hundred employees under Dhangadhi sub-metropolis.

Hamal's ill health has caused the biggest shock to the creation and implementation of new city plans. Hamal often used to create new plans for the development of Dhangadhi and to raise financial resources from donor agencies.

'Now it's stopped . New development programs were conducted by lobbying for financial resources from various agencies for various programs as they could not be financed by their own internal resources. Now that situation has stopped,' said Bhatt, coordinator of the secretariat. Deputy Metropolitan Information Officer Surendra Karki said that he would not comment in these contexts.

It's time to plan and make a budget for the next financial year. But so far the process has not been able to accelerate . "If the mayor was healthy, the latest programs could have been planned for the next year," said an employee of the municipality.

Mayor Hamal was conducting various programs under his direct supervision in Dhangadhi. 079 The specialist ward clinic, which has been operating free of charge for one day in every ward since July, has become a boon for the local residents of poor families.

After providing health services with expert doctors in the village, the sub-metropolis has eased the burden of having to run to Dhangadhi and get expensive medical services by borrowing. .

According to the sub-metropolitan health branch, a ward clinic will be conducted one day a month in all 19 wards. Local residents say that physicians, gynecologists, orthopedics, ophthalmologists and dentists provide services.

Mayor Hamal established a tradition of providing 5,000 nagar for cremation expenses for poor families . As soon as the news was received from the family of the deceased, two city policemen went to the house of the deceased family and handed over money. Also, Mayor Hamal used to go to each house to express his condolences to the families of the deceased within the city area, but now due to his ill health, he is no longer able to do so. According to the city secretariat, now when he is in Dhangadi, he has a lot of meetings at home, so he goes out of Dhangadi and rests. Also, the phone is turned off most of the time.

Another exercise done by Dhangadhi is the snakebite prevention effort. In the summer, people die from snake bites in the settlements here. The sub-metropolitan city is conducting a campaign to catch and rescue snakes by training the city police . Up to Thursday, 1,755 snakes have been rescued by the sub-metropolitan city.

Another campaign conducted by Mayor Hamal with priority is 'We will make our Dhangadhi' . In which campaign, the people of Dhangadhi openly supported him . Recently, the development that has attracted visitors to Dhangadhi is the 6-lane road, Harit Dhangadhi. The sub-metropolitan area from Geta to Trinagar Mansar within its area has made it green and colorful by growing flower plants.
