Forest felling with permission based on fake documents

In Panchulli Forest in Kamalbazar Municipality-5, it has been revealed that forest felling has been done by bringing permission for forest production based on the documents. In the name of Panchulli Chaitepatal Community Forest Consumer Committee, Fadani started by obtaining permission to sell Chotro (stems, leaves, bark) produce from Forest Division Office Mangalsen on the basis of these documents. In this way, it has been revealed that the documents submitted for obtaining permission are fake and such work was done under the leadership of Chhatraraj Timilsaina, secretary of the committee.

The Community Forest Consumer Committee held a general meeting on February 12th and after submitting the document to the Forest Division office about the decision to sell the forest produce, it agreed for 13,000 kg of Chotro produce.

Chairman of Forest Committee Jai Prakash Upadhyay said that since he was out of the district for 6 months, there was no committee meeting and general meeting on that date. "The attendance of the meeting held a year ago has been prepared as the general assembly of February 12th. I am the chairman of the forest committee. I have been in Kailali for 6 months. "I have come to know that I have taken the consent of the forest harvest by preparing the construction documents," he said.

Khagendra Upadhyay of Kamalbazar-5 said that by misusing the signature made at the meeting of the forest a year ago, the consent of the forest harvest was taken. I also saw my signature on the document submitted by the secretary of the forest committee to the division forest office saying that the general meeting was held on February 12. The previous presence was misused,' he said, 'All those who produce forest produce should be investigated and brought under the legal ambit by making documents.'

Tapendra Khatri, another local, said that people from the forest committee are being misled by making a fake document and agreeing to produce 13,000 kg of Chotra and that there is a license to produce 45,000 kg in the village. Forest production is being done illegally with the involvement of forest committee people and other stakeholders. My signature has also been placed in the general assembly said to have been held on February 12," he said. "A year ago, a meeting was called to discuss issues such as renovating the community forest. Even at that time, there was no decision regarding the cultivation of Chotra.'

Forest felling with permission based on fake documents

Secretary of Forest Committee Chhatraraj Timilsaina made a document and took consent for forest cultivation, Kamalbazar-5 chairman Satyaraj Timilsaina said. "I asked the secretary of the forest committee about the issue of forest production by creating a contract document. He replied that since the salary of the forester is still left, I made it with the general thought that it will generate income. It is happening.' He said that it was advised to extract the Chotra from Panchulli forest and sell it through some contractors towards Nepalgunj.

Ganesh Thagunna, officer of Division Forest Office Achham, said permission for forest production was given by trusting the document brought by the secretary of Community Forest Consumer Committee. "Since it was the secretary of the forest committee who came with the document that was decided by the general assembly, we trusted the document that he brought," he said. We should have seen the complete document, but we were mistaken when we believed too much.

He said that he stopped the work of Chotra Fadani as soon as he got the information that the forest permit was obtained by making fake documents. According to him, a three-member investigation committee will be formed under the leadership of the Ward President of the same ward to prepare a report and action will be taken based on that report. Chatraraj Timilsaina, the secretary of the committee, could not be contacted while trying to get a response on this matter.
