Far West Government: Focusing on own service facilities

Since the start of the second term of the Sudurpaschim Provincial Assembly, the government and the provincial parliament have been revolving around convenience. From the beginning, the state assembly, which has been involved in government formation, tussle to become the chief minister and minister, and the struggle to become the chairperson of the state assembly committee, has not fallen behind in the matter of increasing service facilities by adding financial burden to the state treasury.

During this period, members of the Provincial Assembly have amended three laws related to service facilities. The ruling party Nepali Congress, UML and Civil Liberties Party have added a parliamentary committee to increase the expenditure burden in the provincial reserve fund. Earlier there were four thematic committees in the Sudurpaschim Provincial Assembly, now there are five by adding the Privileges Committee.

added committee's  According to the Secretariat of the Provincial Assembly, there will be an increase in expenses for offices, furniture, staff management, vehicles for the Speaker, drivers, fuel, mobiles, allowances, etc. "After the addition of the committee, the expenses will increase, vehicles and other things will have to be managed," said Baldev Kapadi, Accounts Officer of the State Assembly Secretariat.

The government has increased the number of members in the Provincial Policy and Planning Commission during this period. Before there were three members, now there are five members including the vice president. The opposition parties have been accusing the government of increasing the number of commissions by increasing the expenditure on the state fund for the recruitment of workers. 

Sudurpaschim Pradesh Sabha has passed a bill to amend the Sudurpaschim Pragya Prasthian Act-2076 lakh on 10th January 2081. Earlier, there was a provision that the patron and chancellor of the institution would be the chief minister and the government would appoint a vice-chancellor. In the revised Act, it is stipulated that the Chancellor will also be appointed by the government and the Chief Minister will only be the guardian.

Now both the chancellor and vice-chancellor will be appointed by the government. As a result, more expenses will be created in the establishment. Similarly, in the previous act, there was a provision to have 10 members based on geographical and proportional inclusion from people related to language, literature, art, culture, philosophy, and sociology of the province. But in the revised act, the number of members has been increased to 22 members.       

Similarly, the MP said that the government is preparing to amend the schedule of the Act 2075 (including the first amendment 2079) on the remuneration and benefits of officials and members of the Provincial Assembly so that leaders, deputy leaders, whips of the ruling party and deputy leaders and whips of the opposition party will get car facilities. 

The opposition parties are protesting accusing the government of increasing the financial burden by increasing service facilities. The main opposition party, Maoist, United Socialist Party, RPP and other parties have not allowed the provincial assembly meeting to be held since February 27th. 

Meanwhile, four days ago on Friday, Chief Minister Kamal Bahadur Shah held an all-party meeting with leaders and chief whips of all parties. UML leader Rajendrasinh Rawal and chief whip Chakra Bahadur Malla, Nepali Congress chief whip Vikram Singh Dhami, Maoist Center Party leader Man Bahadur Dhami and MPs Om Vikram Bhat and Geeta Mal, Civil Liberation Party's Ghanshyam and Indira Giri, United Samajwadi Party leader Dilg Bahadur Sodari and chief whip Naresh Kumar Shahi and RPP MP Khemadevi Bista participated in the meeting. In the

meeting, Chief Minister Shah asked to end the disruption of the state assembly meeting. But Man Bahadur Dhami, the leader of the main opposition party Maoist Center, has raised questions about the addition of thematic committees, the addition of advisors to the Chief Minister's office, the addition of members to the Policy Planning Commission, the implementation of plans, the local level bill submitted by the legislative committee, and the ruling party UML's parliamentary party leader is using vehicles against the law.

Chief Minister Shah said in the all-party meeting that he is ready to cut expenses and is preparing to form a committee, according to the participating MPs. "He is thinking of forming a committee and after requesting to send members to the committee, the representative of the opposition party also agreed," said a member of parliament.
