The third largest party in the Sudurpaschim Provincial Assembly is the Maoist Center. Since the main opposition party belongs to the state assembly and the government, the matter of monitoring should be realised. But the same main opposition party has been stuck in internal strife for a year.

Party President Pushpa Kamal Dahal has repeatedly issued written and verbal instructions to unite the parliamentary party of the Maoist Center, which is divided into two groups, but it has not been implemented. On the contrary, the dispute is getting deeper . 

080 Jan 12th . Khagraj Bhatt was the leader of the parliamentary party at that time. The party was also in the government. The Maoist Parliamentary Party was split into two after the 6 MPs of the Maoist Center, which has 10 MPs besides the Speaker, decided to remove Bhatt based on the majority and made another leader Man Bahadur Dhami the leader of the party. 

MPs Akkal Bahadur Rawal, Man Bahadur Dhami, Shivsingh Oli, Om Vikram Bhat, Geethadevi Mal and Lakshmi Vick united to remove Bhatt as the leader of the party. Ramesh Singh Dhami, MP Khagraj Bhatt and Jankidevi Kunwar and Japat Bahadur Saud, who were in favor of Bhatt, were absent from the meeting. 

Leader Bhatt was not able to lead the party effectively and because the performance of the ministers in the government was seen to be weak, the MPs from Bhatt's opposition camp argued that the request to reshuffle was ignored. The state committee had instructed not to implement the decision to remove Bhatt from the leadership of the party. But the instruction was not heard . 

The majority of MPs had already indicated to Speaker Dahal that they would change the leader of the parliamentary party . In that signal, Dahal gave his silent approval by saying that he would appreciate the majority. They got more strength.

The standing committee meeting held on February 16, 2008 approved the decision of the majority MP to remove him as the leader of the parliamentary party of the Sudurpaschim Provincial Assembly . But the situation did not settle, the situation became more and more intense . After the unrest in the Far West, President Dahal summoned all the parliamentarians to Kathmandu on 4 June 2008 and ordered Bhatt to be reinstated as the leader of the parliamentary party. But the instruction was not implemented immediately. 

On 12 June 081, a written instruction was issued to make Bhatt the leader of the party in the name of state in-charge and president under the joint signature of President Dahal and General Secretary Dev Gurung. But neither the Parliamentary Party nor the Party Committee could implement the directive. Dahal's first direction was so bad . 

During the consultation meeting of the party, when the top leaders of the party along with Chairman Dahal came to Dhangadhi, Bhatt was instructed to be made the leader of the parliamentary party on August 13, 2008. Before that, after being criticized by pro-Bhatt leaders for not implementing the written and verbal instructions given twice by the President, President Dahal also said in a press conference that he has decided to become the leader of Khagraj Dal. But the said decision could not be implemented .   

The clash between the two sides continued till Wednesday. Speaker Dahal called all the MPs to Kathmandu again on Wednesday after disobeying repeated instructions to settle the dispute within the Sudurpaschim Parliamentary Party. President Dahal, who is part of the 'Hulaki Marg Sentra Tarai Madhesh Awakening Campaign', arrived in Kathmandu for a few hours to discuss the issues of the Far West. During that time, he instructed the state parliamentarians to make Khagraj Bhatt the leader of the party as in the past. This time, he has not only given instructions, he has also set a deadline . "I am coming to Dhangadhi on the 20th. Before that, a clear instruction has been given to make Bhatt the leader of the party after discussion," said an MP, quoting Dahal's instructions.

The parliamentarians say that this time too, the instructions of President Dahal are not ready to be implemented . "Even if Bhatt has to be made the leader of the party, it is our (Dhami supporter's) position that the process should be the same process through which Dhami became the leader of the party," MP Om Vikram Bhat said. Bhat says that he has proposed to make one of the co-incharges of the party in charge. Currently Deputy General Secretary Girirajmani Pokharel is in charge of Sudurpaschim. Bhat says that the dispute has not been resolved as he has been working only as the leader of the Bhatt group.

On the other hand, a leader of the Maoist center says that it is unimaginable that even if the president himself gives repeated instructions, it is not implemented. "Who has the power to disobey the president's instructions and within the party?" said the leader of the provincial committee.

According to MPs, there are equal number of MPs in favor of Dhami and Bhatt, the leader of the party. Shivsingh Oli, Jhapt Saud, Ramesh Dhami, Janaki Paudel Kunwar are on Bhatt's side. Oli, who was in favor of Dhami when Bhatt was removed, later stood in favor of Bhatt . On the other hand, Akkal Bahadur Rawal, Om Vikram Bhat, Lakshmi Vick and Geeta Devi Mal are on Dhami's side.
