Panchayat leader of Achham, Hari Prasad Bhandari, while developing the concept of Chisapani-Jangalghat-Mangalsen road in Kailali, carried a jeep from the same road to Mangalsen headquarters on 24th Chait 2024.

About 57 years ago, in the year 2028, the President of Achham District Panchayat, Bhandari, took a jeep from Tikunia, bordering with Kailali, to Mangalsen to convey the message that a short distance road connecting the mountains to the Terai should be built quickly. Celebrating with joy in the village and shouldering  Jeep was delivered to Mangalsen about 57 years ago by carrying the vehicle and donating.

81-year-old Nanda Bahadur Budha of Turmakhand Rural Municipality-4 is one of the people who watched and celebrated from near when the car was brought to Mangalsen for the first time. Nanda Bahadur was about 24 years old at that time. Even if a car came to Achham, many people of the village like him went spontaneously to dig the road with a hammered spade in their hands. It was the vehicle that Nanda Bahadur saw for the first time in his lifetime . It was brought by car. When everyone saw the car for the first time, we took flower garlands,'' she says, remembering that time. Now the road has to be covered with black paper. But everyone only makes speeches . They don't work.'

Chisapani-Jangalghat-Mangalsen road has 110 kilometers of road in Acham section. According to Infrastructure Development Office Acham, Garitand-Kamalbazar-Baskanda of Acham under the Chisapani-Mangalsen road  The foundation stone of the 23 km road was laid last year by Prakash Bahadur Deuba, Minister of Physical Infrastructure Development of Sudurpaschim Province. In the Kailali area of ​​that road section, a few kilometers have been blackened.  In the Achham section, 23 km will be paved this year. 

Garitand-Kamalbazar-Banskada road project cost of 23 km road is 69 crore 43 lakh 53 thousand 966 rupees . PK Construction Service, Ghorahi Dang is doing the contract work through Infrastructure Development Office Sanfebagar . There is an agreement that the black paper of that section should be completed by 29th January 2082 .

It's not that there is no work on the road. Hasn't been fast either . The process of concrete bridge to be built at Jungle Ghat has just started . It seems that the work is done at the speed of a turtle,' he said . 

Chisapani-Jangalghat-Mangalsen road connects 4 districts of Kailali, Doti, Achham and Bajura and Karnali provinces in far west. The construction of concrete bridge on Karnali river in Kuine has been completed and the contract for construction of bridge on Karnali river in Jangalghat has been awarded.

Bedprakash Timilsaina, the former president of Journalist Federation Achham, said that there is nothing but cheap publicity about the Chisapani-Jangalghat road section. "There will be no development if the budget is spent like Kanika Chare for cheap publicity. This road can be completed only after a budget of 8/10 billion, not a few crores. But the attention of policy makers is not here . We were interested . As a citizen myself, I have been raising my voice for the Chisapani-Jangalghat road for years,' he said, 'there are other friends on it .' Did . "Especially because of the lack of attention of the policy makers, this road project has not been able to be realized yet," he said.

This road is the shortest highway connecting the mountains from the valleys of the Karnali river. As this highway could not be built, now the local residents of Achham have to travel more than 300 kilometers to reach Achham via Dadeldhura and Doti Chichhol. A very long distance has to be covered to go to most parts of Bajura, Humla and Kalikot which are connected to Achham.

If the Chisapani-Mangalsen road is constructed, this distance will be shortened by 200 km. This road is important for 22 local levels of Kailali and Surkhet and Achhami. After the opening of the track, the number of people traveling to the Terai Hills by motorcycle has increased.
