The recommendation committee formed by the Sudurpaschim Province government has suggested to increase the percentage of reservation by amending the inclusive representation provided in the Sudurpaschim Province Civil Services (First Amendment) Act 2080.
In the report, the committee has amended the provision made in the law to make the state civil service more inclusive and has asked to raise it to 49 percent, while earlier it was set at 45 percent for inclusiveness. It has been suggested that it would be appropriate to consider the 49 percent reservation as 100 percent and divide it into two groups to ensure the filling of posts.
Considering 49 percent inclusion as 100 percent, under which 33 percent women-only competition and 67 percent open inclusive group competition, it has been suggested to ensure the quota .
Khasarya 42, Dalit 18, Rana/Tharu 18, backward area 10, tribal tribe 7, disabled person 4 and Madhesi/Muslim 1 percent have been asked to be kept within the 33 percent quota for women . Similarly, for 67 percent open inclusion, a suggestion has been submitted to determine the quota of Dalit 26, Tharu/Rana 26, economically disadvantaged Khasarya 17, backward area 14, Adivasi/Tribal 10, disabled person 6 and Madhesi/Muslim 1 percent .
"We have recommended to determine the inclusive quota in a scientific manner based on the population," said Bir Bahadur Dhami, secretary of the State Policy and Planning Commission, who is the member secretary of the recommendation committee, "45 percent reservation quota has been provided for in the act." We have suggested that it should be increased to 49 percent and 33 percent for women and 67 percent for open inclusive quota should be considered as 49 percent There is a system of quota including percentage. Under which provision of reservation has been made for 33 women, 15 Dalits, 15 Tharu/Ranatharu, 12 economically disadvantaged Khasaryas, 10 backward areas, 7 percent of indigenous tribes, 4 percent of persons with disabilities, 2 percent of Madhesi and 1 percent of Muslims.
The State Civil Service Act (First Amendment) 2080 was passed by the Sudurpaschim Province Assembly on August 4, 2081. After the Tharu/Ranatharu community protested against the reservation quota in the Act, the government formed an 11-member advisory committee under the coordination of Ganesh Vishwakarma, Vice Chairman of the State Policy and Planning Commission on August 5, 2008. The member secretary of the committee was assigned to the secretary of the commission. The
committee has submitted suggestions such as that the age limit for inclusive groups should be 40 years, in the case of inclusive groups, identification should be done at the local level, and the provincial government should publish notices in the provincial gazette every 3 years and designate backward areas in the specified human development index. The
committee submitted a suggested report to Chief Minister Kamal Bahadur Shah on Thursday. Chief Minister Shah said that the government will proceed with the process to amend the law as per the suggestion.
