The government of Sudurpaschim Province has reached a state of zero budget from July 1. Due to the lack of budget laws and the Finance Act and the Appropriation Act, the income and expenditure of the government is at a standstill. The provincial government is losing revenue of 40 lakh per head per day, and due to the absence of an appropriation act, the government has become completely inefficient.

The budget submitted to the provincial assembly on June 1 has directly affected the budget of the Far West due to the change in the alliance between the parties at the central level. With the support of UML, Maoists, Civil Immunity (Ranjita Shrestha Group) and an independent MP, the stalwart Sodari of the United Socialist Party was appointed as the Chief Minister . But on June 20, UML withdrew its support to the government, forced the ministers to resign and decided not to take ownership of the budget presented by Surendra Bahadur Pal, who was the economic affairs minister of his own party. This is why the future of the budget is in doubt. 

Chief Minister Sodari was also negligent from the beginning. They did not try to discuss the budget until June 30. On June 30, he started the exercise of bringing an ordinance but did not get the support of the provincial chief . After leaving the UML, he is not only in the minority, but he is also suffering from not being able to bring the budget. Congress and UML are daily asking him to resign and pave the way. But Chief Minister Sodari is saying that he will resign immediately if he is brought an ordinance. If not, his position is to face a vote of confidence within 18th of July.

In this situation, the budget submitted in June has become non-existent, the Chief Minister has not resigned immediately, there is no Ordinance or Pesky Budget, and how the situation can be resolved in the future.

'A shock to the entire Far West and the provincial structure'

According to the constitutional provision that the provincial government should bring the budget from June 1, the budget was submitted in the provincial assembly in the Far West as well . But on June 17, the alliance changed at the central level. UML withdrew support from the government on June 20. Surendra Bahadur Pal, who was the Minister of Economic Affairs, also resigned. The impact of the coalition change also fell on the budget of Far West. So far, Far West is in a budget-free situation. 

Even though the government is mainly responsible for the problem of lack of budget that the Far West is currently experiencing, all political parties are also responsible. It is apolitical to stall the budget presented by UML itself. This has become a matter of shock to the entire Far West and the provincial structure.  If the

budget could not be passed, the government could have found a way to pass a peski budget (an arrangement to allow urgent expenses) or an ordinance. There was no side or opposition in it. Ordinances are not permanent laws. The newly formed government could have brought a new budget by bringing a replacement bill for the ordinance. It would have been better if the provincial chief had facilitated this situation. The way to bring the ordinance was not blocked. If there was an ordinance, it would be easy for the next government to come up with a new budget based on it. 

On the other hand, since the Chief Minister could not even do sensitive work like the budget, saying that the constitution has given him 30 days to take a vote of confidence, it would have been appropriate to resign and pave the way.

Speaker and Chief Minister are also responsible for that. The main weakness is not trying to hold a discussion on the budget for 30 days after the submission of the budget. The budget session is the session to bring the budget. If the budget cannot be brought, the budget will go to zero . Income and expenses cannot be . That is the situation now. Going into budget vacuum is like having no government . The Chief Minister does not understand that much ? What is the meaning of being the Chief Minister?

What could be more irresponsible than saying that it is my right for the Chief Minister to stay in the government for 30 days when the partner party has withdrawn support, failed to pass the budget and cannot even give an alternative? It should be understood that the current situation is unusual.

The budget has to be passed after being submitted to the provincial assembly. That is the property of the Provincial Assembly. It was negligent from the beginning . The Chief Minister and Speaker remained silent until June 30 without taking the initiative to discuss the budget submitted on June 1. The budget had to fail or pass . If it had gone to the discussion, it would have either passed, or it would have failed, or even if the opposition did not allow the discussion, the government could have gone on the road to the end of the assembly . If this was done, the exit would have come at that time . The government could have gone the way of ordinance or pesky budget. 

During that period, parliamentarians of all parties, including the Speaker, enjoyed roaming around. No one was responsible . This is the height of negligence . This seems to complicate the question of the structure of the province. Confused . The new government could have passed the budget brought by UML and amended it . UML missed there . I will say it again, the biggest weakness of the Chief Minister and the Speaker in not discussing the budget submitted in the Assembly. 

Special session called for budget . However, the agenda of the discussion was made as an excuse for a natural disaster. This is another nonsense. A special session should have been requested regarding the budget issue. Whatever the reason, the unimaginable happened. Now the new government will build the budget from a new foundation. Not everything is written in the law. Until now, the revenue lost by the government is lost.

The entire state assembly is responsible for the situation of budget vacuum. All the political party state assembly members had to work wisely . Such a situation has arisen due to the tendency to be forceful in their matters and to impose methods.

Isn't this a collective responsibility? Who will compensate for the current losses that the province is suffering? Isn't it everyone's responsibility to provide relief? There is no sense of personal frustration and revenge on the common issue of the province. Everyone should see whether the constitution and constitution are in agreement. Therefore, how long will the province be kept in deadlock? Or keep it deadlocked like this ? Now the revenue is losing. No one cared . But even if you spend tea in the name of state fund, it is illegal . Don't blame each other. Don't do injustice to the people of the province. 

The chief minister Galegh Bahadur Sodari is most responsible for this situation. But there is no escape by blaming him only. He has failed to pave the way by resigning. In the long run, it may have a serious impact on his political career. Congress and UML could have asked the Chief Minister to bring an ordinance and pave the way. Because the ordinance is not a permanent law . 

Now the budget submitted on June 1 is dead. It cannot be revived . Now the budgeting process starts from scratch . There is no legal basis, but we should proceed with options according to specific circumstances.

It is a parliamentary practice to pass the budget through the regular budget session of the provincial assembly. If the budget fails, the government automatically exits on the basis of ethics and the new government has a practice of bringing a budget . But unfortunately! Balmichhai Bho in Far West. 

Immature political game seems to be the main reason for the current complicated situation like lack of budget . In a sensitive matter like the budget, all parties should be responsible . If the current government had introduced an ordinance, the new government could have brought a favorable budget through a bill to replace the ordinance. In the absence of an ordinance or any basis, there may be confusion as to what the new government will base its budget on. Therefore, the budget is not a matter like other bills, if there is no budget, whether it is Congress, whether it is UML, whether it is Maoist, it is affecting the entire people of Far West . Moreover, the main thing is that the question of the common people about the provincial structure becomes complicated. Therefore, it is beneficial for all parties to find a way out of the common effort of all without keeping the budget at least as a revenge and it is also the common responsibility of the Provincial Assembly.

I am in the House of Representatives . There is a budget holiday in the province. This is the result of the government not being prepared for such a situation. There is no hindrance in revenue collection as there is a collective tax collection law in the center. The government should take full responsibility for the current situation in the Far West.

If the budget cannot be passed, the Chief Minister will not say 30 days! In addition, it is not fair to say that the two major parties will stay in the government for 30 days, even if it is clear that they will not be able to get a vote of confidence under any circumstances. If you can't run the budget, if you can't make a decision, why will you run the government . There is nothing that says you have to bring the budget from the ordinance! 

So it is best for the Chief Minister to step aside . Because they could not protect the values ​​of the parliament. Discuss, argue, do whatever you want to do! It is not fair to say that I will pass the parliament and bring an ordinance without holding a discussion for 30 days! What the next government will do.

The current state of confusion in the Far West is unimaginable . It gave more space when the Far West was also lagging behind and questions were being raised about the provincial structure. Everyone including the government needs to be accountable. Government is primarily responsible . UML withdrew from the budget brought by its own finance minister. That is the foundation of the current confusion. Not only confusion, now we are in a state of budget deficit . It's not going to do anyone any good . When the time comes, everyone must stand in the people's court to answer this situation .

It has been seen that no political party is accountable for values ​​and recognition. It would have been appropriate for the Chief Minister to resign without extending the day when he could not pass the budget or bring an ordinance. But according to the constitutional provisions, the Chief Minister will be allowed to remain in the government till 18th July. After that, the question is that on what basis the new government will bring the budget. There is no concept of bringing a new budget! If they were able to bring an ordinance, perhaps the new government would have relied on it and replaced the ordinance and brought a new budget. If that could be done, the revenue would not be lost! Now the whole environment has deteriorated . Seems to have gone into political personal vendetta .

If a party withdraws support from the government, there is a law that the Chief Minister should get a vote of confidence within 30 days . It is a constitutional recognition that the Chief Minister can try to gain confidence during that period. But in the meantime, an extraordinary situation has occurred in the Far West. The budget should have been brought by June 31. Therefore, in the event that the government partner party withdraws its support, the government has the right to work on its facilities within 30 days, so the government's effort to remove the current budget vacancy by bringing an ordinance in the meantime is justified. Opponents should not obstruct the 30-day facility .

It seems like the provincial chief made a mistake for that . If the government recommended the end of the session on June 30, it should not have been ignored. On the other hand, I also have a question for UML . The finance minister of UML wanted to bring the budget, but decided not to take ownership. What could be more irresponsible? UML, Maoist, United Samajwadi, NAUPA (Ranjita Shrestha Group) should have shared ownership of the budget presented in the state assembly. Congress is not participating in the budget preparation and since it is in the opposition, there is no room to blame him.
