The Far West government has been in a budget vacuum since July 1 due to political party interference. Since the state government has not been able to bring in a budget law, it has neither collected revenue nor spent. The government is losing revenue of around 40 lakhs per day. The leaders of the ruling and opposition parties are stubborn.

According to the State Controller of Accounts Office, in July of the last financial year, the Sudurpaschim government had collected a revenue of 127 million rupees. According to that, the daily revenue collection in July is around 42 lakh 50 thousand. But in the 7th day of the current financial year, there is no legal basis for any agency in the state government to collect revenue. "Revenue collection is at a standstill," said Vasudev Joshi, the head of the Provincial Accounts Controller's Office.

Political parties are acting more and more vindictively instead of coordinating to solve the problems in the province. Minority Chief Minister Ghilg Bahadur Sodari is arguing that he has the constitutional right to take a vote of confidence within 30 days after the party's withdrawal of support. Leaders of the opposition Congress and UML are saying that Chief Minister Sodari, who has fallen into the minority and has no chance of getting a vote of confidence, should resign immediately. 

After UML withdrew its support on June 20, Chief Minister Sodari fell into the minority. He will have to take a vote of confidence by July 18. The ministers of the Unified Socialist and Maoist Center are in the process of leaving the government by bringing the budget, even if it is through an ordinance, saying that the UML has been stalled by not owning the budget brought by their own minister. 

Chief Minister Sodari recommended to the provincial head to end the budget session from the night of June 30 after the budget could not be passed by the provincial assembly. But provincial chief Nazir Mian kept the government's recommendation for four days and ended the session only on July 3. The Congress and UML submitted a demand for calling a special session to the provincial head last Friday, estimating that the government will bring an ordinance as the state assembly session is over.

Based on the same demand, the provincial head has called a session of the provincial assembly for Tuesday. But the meeting of the executive committee held in the office of Speaker Bhim Bahadur Bhandari on Monday unanimously decided to write a letter to the office of the provincial head to clarify the matter as the subject of the special session was not mentioned. In the meeting, parties other than the United Socialist Party and RPP were represented. "It has been decided to write a letter to the provincial chief's office to clarify the issue," Speaker Bhandari said.

Congress and UML have demanded a special session before the provincial chief stating that there is an urgent need to discuss natural disasters, relief and rescue, according to the provincial chief's office. The government cannot introduce an ordinance while the session is in progress.

Since then, the leaders of the government, the United Socialists, the Maoist Center in the government and the leaders of Civil Liberation (Ranjita Shrestha Group) have prepared to be absent from the meeting as a special session has been called. "If not a single minister is present, the special session called for Tuesday cannot go on," said independent MP Tara Prasad Joshi, "the entire state is being held hostage due to the scheming and ego of the parties."
