The multi-purpose covered hall at the district headquarters, Manthali, has been left unfinished for years. Covered hall under construction on the bank of Bhuttyaha River located in Manthali Municipality-2 has been lying idle for 5 years. The construction of Covered Hall, which started in June 2077, was to be completed within 18 months.

Bagmati Province Ministry of Social Development signed a contract with Sunkosi-Giri JV, Kathmandu for 65.7 million 92 thousand 880 rupees. Although more than 60 percent of the structure has been built, it has been years since the work stopped because the builders could not install 1,800 remote-operated automatic chairs.

Local player Ramesh Chapagain says, 'When the covered hall was built, the enthusiasm of the players increased. But it has not been done for 5 years, which should be done in 18 months. This has caused inconvenience to the players. Even though all the structures have been built, Surendra Karki, Ward President of Manthali Municipality-2, said that the Covered Hall has become a standstill due to the inability to install 1,800 remote-operated automatic chairs, which are said to have not been used in Nepal yet.

According to him, Covered Hall, which started 5 years ago, is now becoming dilapidated. "The structures that have been built have reached the point of breaking and collapsing," he said. According to Ranmaya Fack, head of Social Development Office Kavre, out of 65.7 million 92 thousand 880 of the Ministry of Social Development's multi-purpose covered hall in Manthali, about 2.85 million rupees was estimated for the installation of automatic chairs. 

However, Sunkoshi-Giri JV got the contract to do the same work for a total of 85 lakh rupees and the plan was stalled because they could not complete the work, she said. She said, ``We got the contract for 85 lakhs for the installation of automatic chairs with a total value of 285 lakhs. Now the plan has been stopped as this work has not been completed. The builders have promised that they will work. There is no other option, we have to work within the specified budget.' 

According to him, the deadline has been extended so that he can work till June 2083 through the secretary level decision of the Ministry of Youth and Sports of the province. At the last stage of extension of the deadline, there was a discussion between the engineer of the office and the builders about the connection of automatic chairs and then the builders informed that the work has already started.

Social Development Minister Kanchanchandra Bade said that preparations are being made to start the rest of the work after the end of Dasain after resolving the legal and other problems encountered in completing the multi-purpose covered hall plan of Manthali. He said, "It has now become a chronic project. After becoming a topic of discussion in the ministry, he himself came for monitoring. We have all heard the legal complexities, the coordination between the builders and the office, the views of the local government. Now after resolving the problems, the rest of the work will start after the end of Dasain.'
