The statistics of the Department of Foreign Employment show that the number of people going abroad with work permits for foreign employment in the financial year 079/80 is more than 771 thousand. Therefore, investments in safe sectors like tourism, water resources and herbs can be secured, which will generate employment and income and prevent youth migration. Nepal can invest in the service sector rather than in production and for that, it can provide opportunities such as uninterrupted loans, grants, collective loans and loans to the youth. Services like Din Pathao and Foodmandu were never envisioned.
Today these are popular, providing employment to the youth. Such services are still neglected by the government. Professional security is not provided. Similarly, new services can be started. 'Motel' could be another example. Hotel culture can be taken to the mainstream. If 75 percent of families can be brought to hotel meals by providing hotel services at reasonable prices, how many youths will get employment? Information technology work can be done by Nepali people at home and can attract the world market.
The amount invested in agriculture or service sector, its time, labor value can be brought to the investment. Under no circumstances will the investment (money, time, labor cost) sink, it must be convinced that it is as safe as the salary. An investment environment should be created by providing non-interest-bearing collective and conditional grants, loans and incentives. Not only policies, but also programs are needed.
The youth exodus cannot be stopped until the state clarifies under what conditions and at what age it will provide social security to the economically active, demographic dividend-paying class. For the social security of the labor force's family and children, the government should announce that such social security will be given to those who earn so much and pay so much tax.
