Martyr's memorial is in Maleth under Rajviraj-Rupani road section. There are five half-height saliks on the upper part of the big yellow colored gate. They are Salik, Sanjan Mehta, Pitambar Mandal, Anand Sah, Birendra Mahato and Innerdev Yadav. On February 23, 2073, they lost their lives due to security personnel's bullets in an incident in Saptari's Maleth.
The incident took place during a meeting in Saptari as part of the Terai Madhesh-centric Mechi-Mahakali campaign conducted by UML. The stance of the then Madhesi Morcha and the preparations of the UML, which did not allow the meeting under any circumstances, led to this tragic incident.
Even after eight years of the Maleth incident on Friday, the martyr's name has not been unveiled. All the five martyrs' salik placed at the martyr's memorial and gate are covered with plastic .
``The final bill has not been paid yet,'' Israt Parveen, Acting Mayor of Rajviraj Municipality, said, ``It will be unveiled only after the final bill is paid.''
In the financial year 2075/76, Rajviraj municipality allocated 80 lakh rupees to build a martyr gate, memorial and drain in honor of the martyrs of the Maleth incident. But the final payment of the plan even though the deadline has been extended several times It hasn't happened yet. When the gate was constructed, after receiving a complaint to the authority, the authority instructed to work according to the estimate of the plan.
Engineer Ashok Kumar Das of Rajviraj Municipality said that out of the total budget of 80 lakhs, 60 lakhs have been spent so far.

The first salik from the left in the plastic covered salik is Sanjan Mehta . After Mehta's death, his wife Maiti, whom he married only a year ago, returned. Sanjan's father Lakshman Mehta of Rajviraj Municipality-9 Maleth and mother Shantevi have become a means of daily livelihood, grocery shop.
'The son died, the daughter-in-law also passed away, but we got into a crisis,' Laxman, Sanjan's father, said, "The daughter-in-law walked away with 10 lakhs given by the government and the help received from other people, but we drowned in debt." Every year on February 23, many people come to take photos. That's it.' Recently, he said, the government of Madhesh province has started calling on the occasion of Sacrifice Day.
After having problems running the house and teaching CA to his younger son Sunil, the old Lakshman opened a grocery store in the courtyard . There is also a small pan shop in Maleth Chowk. "I go to the pan shop in the afternoon," he said, "but the grocery store in this courtyard is the means of saving our money." He says that the money given by the state after the declaration of martyrdom and the amount given by the Madhesh state government are not long-term . "There should be a permanent arrangement for sustenance, employment and education for the martyred family," he said.
Friday Maleth did not see any big event at that place. At the place where Salik is, a banner written on the 8th anniversary of death is hanging. Rajviraj Municipality has given a holiday in honor of martyrs in its offices and subordinate offices on Friday.
The families of the five deceased were declared martyrs by the government of Nepal and awarded 10/10 lakh rupees .
33 security personnel including 35 from the Madhesi Front, 16 from the Nepal Police and 17 from the Armed Police were injured in the incident.
After the Maleth incident, Tarai Madhesh Democratic Party, Sadbhavana Party, Rashtriya Madhesh Samajwadi Party, Forum Ganantrik, Tarai Madhesh Sadbhavana Party and Nepal Sadbhavana Party formed Rashtriya Janata Party. Now it has broken again and Rajendra Mahato and other leaders are separated. The former Federal Samajwadi Forum is also now a Janata Samajwadi Party despite various splits.
The UML on one side of the Maleth incident and the then Madhesi Morcha parties on the other side made alliances several times in the meantime. When the Madhesh incident occurred, these two parties, who could not tolerate each other, have repeatedly united for power. Instead, the Madhesh party, which was integrated after the Maleth incident, seems to be fragmented. The former Madhesi component party is now supporting the government under the leadership of UML. What's in the
report?
An inquiry committee was formed under the coordination of former judge Tahir Ali Ansari about the Maleth incident. The committee held that UML and Madhesi Morcha were mainly responsible for the violence that took place on 23 February at the UML General Assembly in Maleth, Saptari. The commission had determined that five people died in Anahak due to the show of force.
The then state government led by Lal Babu Raut expressed strong dissatisfaction with the report given by the committee formed under the coordination of Ansari . In the immediate situation, a ministerial-level investigation team was formed by the state government. Even though the said committee has submitted the report to the provincial government after the investigation, the provincial government has not officially released the report.
In the report received from the immediate investigation team of the provincial government, the use of force by the security personnel in the Maleth incident was judged to be a violation of human rights according to international human rights law. It is mentioned in the report that the government of Nepal is not responsible for the protection of human rights after the incident.
'In the letter written by the United Nations to the Government of Nepal on June 7, 2017 requesting an answer regarding the investigation of this incident, the Government of Nepal has not even sent a reply to that letter to the United Nations Federal Representative, so it is clear that the Government of Nepal has not fulfilled its responsibility for the protection of human rights and the accountability regarding the incident Six,' said the report.
The investigation team of the state government has said that the earlier report is flawed.
