For the convenience of service recipients, the Kathmandu District Administration Office has implemented a 'Public Announcement System' (PASS) and a token system with QR codes.
Chief District Officer Ishwar Raj Poudel said that the physical infrastructure and network were destroyed due to the fire and a new system has been started in the process of re-digitalizing the office. Home Minister Om Prakash Aryal recently inaugurated this system.
According to the office, the pass system can be used to directly address service recipients and make service delivery transparent. Under this system, CCTV speakers have been installed in every branch, passage, and even the reception room of the office. It is linked to the telephone. Chief District Officer Poudel has experienced that it is easy for the office head to give instructions to employees at any time or provide necessary information to service recipients immediately.
‘We have called this the lounge model. In the past, the service recipients were forced to hang out on the window and stand in a chaotic line, and a model has been adopted where they can sit in the lounge and receive services,’ Poudel said. ‘Now service recipients can wait for their turn in the lounge with comfortable chairs inside the office. We have also removed the iron chairs.’ Before going to the
lounge, the employees at the front desk or help desk will verify the documents of the service recipient and the service recipient who has the documents will receive a token with a QR code from a modern vending machine, he said. Through the token, it is possible to select the service (citizenship, copy, passport, national identity card, etc.) they want to receive. When the service recipient’s turn comes, the concerned officer from inside calls the token number along with the name and invites them for the service. He also mentioned that special priority has been given to children, pregnant women and people with disabilities in this system. Assistant Chief District Officer Muktiram Rijal said that the
office has replaced the old wall system of pasting information and has started disseminating information through digital displays and television screens.
Digital nameplates have also been placed on the desks of the employees and a high-resolution CCTV network with audio control has been installed for security and transparency. The office claims that this will enable immediate control of the activities of middlemen. ‘This system is not a foreign imitation but an original and organic model prepared by government employees and engineers according to the needs of the office,’ said Pradya Poudel.
