Kirtipur Municipality turns Tribhuvan University land into dumping site

It has been found that Kirtipur Municipality has been illegally encroaching on the land and physical structures of Tribhuvan University. According to the Movable and Immovable Property Search Committee of Tribhuvan University, Kirtipur Municipality has been using it as a dumping ground for garbage.

The committee has pointed out that the municipality has encroached on university land in more than 8 places. Even after the Gen-G movement, the office bearers complained that Kirtipur Municipality has been forcibly using the university building for office operations.

In the investigation report submitted by the committee coordinated by former Joint Secretary Mahendra Kumar Shrestha, Kirtipur Municipality has encroached on land and structures there from the Naya Bazaar area to Bhajangal. The municipality has constructed a covered hall in the area near Kirtipur Gate, the municipality has set up a tourism information and service center.

The report mentions that 12 shutters have been built and rented out, and a micro bus parking lot has been built. Similarly, the municipality has constructed a dumping ground for collecting waste in the lower part, a motorcycle workshop has been opened in the university's employee quarter area and a waste collection center has been built, and the university wall has been demolished and the land has been occupied, the committee has stated.

It is stated that the municipality has been occupying the land and physical structures without any information from TU. ‘A public toilet was built and operated on the land of the University of Nepal (TU) near the Kirtipur Naya Bazaar Gate in the southwest direction of the Tribhuvan University campus, without any agreement, and a wall was also built around it,’ the report said. The committee also conducted an on-site study of the encroachment by the Kirtipur Municipality. The committee stated that Deputy Mayor Shubhalakshmi Shakya and Ward Chairman Naresh Maharjan had informed the university verbally and responded that they were occupying the land. The committee formed by the government has suggested that the land used by the municipality should be returned to the University of Nepal (TU) unconditionally. It has been recommended to conduct further investigation into the issue of encroachment, seizure and misuse of government land. It has been pointed out that the municipality should compensate TU for the land it has used so far. ‘If the municipality refuses to vacate the land, TU should go through the legal remedy process to collect compensation,’ the report said. ‘The Ministry of Home Affairs should also be instructed to assist TU in allocating the land.’ The government has moved ahead with the implementation by making the land search report public. The Commission for the Investigation of Abuse of Authority has also initiated an investigation into the encroachment of land by laboratory schools, professors, employee associations and other organizations.
