Sarita Rai, head of the KMC Environment Management Department, informed that garbage management has not been carried out at 18 local levels in the valley due to obstruction by residents of Kakani Rural Municipality in Nuwakot and Dhunibesi Municipality in Dhading, saying that the agreement reached with the Kathmandu Metropolitan City had not been implemented. 

She urged all the city residents to keep their household garbage at home as garbage management could not be done at the final waste management site. On 26 Jestha 2079, the Kathmandu Metropolitan City leadership had reached an 18-point agreement with the people's representatives and locals of the area. The agreement was reached by a team including Metropolitan City Mayor Balendra Shah and Deputy Mayor Sunita Dangol. 

The points of the agreement stated that KMC would support the physical and social development of the affected areas within a certain time frame and make long-term environmental improvements. 

The garbage management work has now been stopped as the commitment has not been implemented. Stating that the garbage management work may cause problems if the garbage is stopped in this way, the KMC has requested all the city residents to keep the garbage collected from their homes safely on the roads until further notice. 

According to the agreement, the work of managing the stench of garbage was to be done within one month and the leachate from the garbage was to be managed scientifically within two months so that it does not mix with the river. In addition, the commitment to make arrangements to prevent leachate from leaking onto the road from garbage trucks was to be fulfilled within one month. Locals say that these basic environmental improvements have not been made. 

Regarding physical infrastructure, the metropolis had committed to complete the construction and arrangement of the necessary infrastructure, settlements and roads for long-term garbage transportation within three months. In addition, the points included prioritizing the control of landslides occurring on the garbage disposal site and the road leading to the garbage, and taking initiatives to maintain the land register of the road from Tinpane to Bancharedanda. The agreement mentioned that waste would be classified into sources and only non-biodegradable waste would be taken and biodegradable waste would be managed in KMC.
