Sunita Dangol, the Deputy Mayor of Kathmandu Metropolitan City, has appealed to all the people's representatives to participate in the process of bringing the budget in a moderate manner, within the boundaries set by the constitution and the law. She made this appeal by publishing a message on social media today.
"I would like to request all my fellow public representatives that we stay within the limits set by the constitution and the law, hold open discussions, manage the environment and not spoil it, and participate in the process of bringing the budget with restraint rather than impulse and excitement," she said, "let's not try to find and choose the path of misfortune where others live by putting a hole in the boat." Let's all move forward hand in hand.'
According to the law, the Kathmandu Metropolitan City has to present the budget on June 10th and pass it by the end of the month. Deputy Mayor Dangol has urged for positive efforts saying that not only the meetings of the Executive and Municipal Councils required for budget formulation, but also meetings of the important committees such as the budget formulation and program committee and the resource estimation and budget limit determination committee led by the mayor have not been held.
'Since assuming the responsibility of deputy chief, I I have been imbibing the principles of 'Cooperation, Consent and Coexistence' and have been playing the role accordingly. The constitution and laws have given certain powers to the deputy chief. Staying within the same scope, I have always been working by prioritizing the greater interests of the metropolitan citizens over personal interests,'' he said, 'I do not think it is necessary to inform you that I have been informally discussing time and again that the budget of the Kathmandu Metropolitan City should be brought on time with the people's representatives within my jurisdiction.'
She also said that she has spoken about this issue in the informal discussions of the executive committee and municipal assembly as well as the budget formulation and program committee. "Even on Sunday alone, I have discussed in detail the issue of speedy completion of the board meeting and council meeting even in informal meetings with the mayor, spokesperson and some executive members. I have also received positive signals from them," said Deputy Mayor Dangol. He emphasized that important work including the budget should not be obstructed by blaming only the chief administrative officer. What is
controversy?
Although informal discussions were held between Mayor Balendra Shah, Deputy Mayor Sunita Dangol and ward presidents about bringing the budget, it has not yet been decided to hold an executive meeting. Ward presidents have not yet registered the proposal to call the meeting on the basis of majority.
Mayor Shah and Chief Administrative Officer Saroj Gurgai are still in their positions. Chief Shah is not in favor of holding a meeting involving Guragai. According to Surendra Bajgai, Press Facilitator of Shah's Secretariat, Shah is of the position that Gurgai should either be on leave or be transferred to hold the executive meeting. "Otherwise, Shah is not in favor of holding the meeting," he said.
Chief Administrative Officer Guragai is not in favor of going on leave. The Ministry of Federal Affairs and General Administration is also not in favor of transferring him. There has been a dispute between Shah and Guragai regarding the approval of the map for the construction of the Kathmandu Tower building at the old bus park. Because of this dispute, the meeting of the executive committee of the metropolis has not been held since last January.
