Parliamentarians insist on adopting advance social security system during calamities

Members of the Federal Parliament participating in a program have emphasized the need to adopt a social security system in advance during disasters. This was said by the parliamentarians at the National Workshop on 'Disaster Sensitive Social Security: Conditions and Needs' organized by Social Security Civil Society Network in Lalitpur.

In the program, Tilottam Paudel, President of Social Security Civil Society Network, said that the effects of disasters and climate crisis have had a direct impact on economically and socially backward communities. Recently, the Government of Nepal has passed Disaster Sensitive Social Security and Relief Distribution Standard-2081.

'More work remains to be done for the full implementation of the standards passed by the government. In which revision of procedures, capacity development of local government and other stakeholders, integration of information system and clarity of partnership mechanism are necessary, said Chairman Poudel. 

Disaster Sensitive Social Security and Relief Distribution Standard-2081 is not only a matter of relief distribution, but also a matter of preparedness, tolerance and long-term security of the most vulnerable people. Giving a presentation on that occasion, Dr. Prakash Kumar Shrestha, a member of the National Planning Commission, said that the number of people benefiting from the social security program has now reached about 32 percent of the total population.

 Sustainable Development Goal 1.3 emphasizes the establishment of a suitable social protection system that suits the national environment by the year 2030 for everyone and especially the disadvantaged and at-risk communities, and for that, developing innovative, flexible and effective systems to prevent, reduce, respond to and increase capacity.  He said that

Similarly, Roshni Kumari Shrestha, joint secretary of the National Disaster Risk Reduction and Management Authority, while giving information about the 'Disaster Sensitive Social Security and Relief Distribution Standards-2081', said that since the existing disaster rescue and relief standards only cover immediate relief and reconstruction, new standards have been issued to include rehabilitation and rehabilitation, to mobilize the social security system, to strengthen the main role of the local level in relief distribution and to adopt a one-door system (including gas).  He said that since the effect of

disaster is more on the poor and vulnerable people, families and communities, the social security program covers these people and families. He emphasized that all levels should work in disaster management. There is a legal provision that each local level must allocate 5 percent of the total budget for disaster management. But all the municipalities do not have the capacity, it needs to be increased', he said. Preparations are also being made to reward the rescuers who bravely risked the disaster.' Speaking at the

program, MP Ishwari Gharti Magar said that in an emergency  She said that it is necessary to transform it into a disaster-responsive social security system. MP Ghartimagar said that it is necessary to transform the social security system into flexibility, 'It is necessary to adopt the social security system in advance in case of emergency. It is necessary to strengthen and empower the local level. For that, people's representatives need to be trained. We also need to put special emphasis on financial preparation. Because there is no financial preparation, proper relief is not being distributed at the right time.'

Similarly, pointing out the need for proper coordination between the public, private, cooperative and non-governmental sectors, she said that it is necessary to make a policy that allows these sectors to participate. She also said that it is necessary to adopt an inclusive policy during disasters so that those categories can be given first priority. 

Similarly, MP Ranju Jha said that social security should be given first priority. Women, children, senior citizens and disabled people are the most affected by disasters. Therefore, we need to focus on this the most. As this category is the most affected by disasters, we need to pay attention to it", MP Jha said. 

Member of Parliament Tara Lama Tamang said that citizens should be involved in disaster relief distribution. MP Pushpa Bahadur Shah said that proper coordination and cooperation of all three levels is necessary for social security and disaster risk reduction. Another Member of Parliament, Kalpana Mian Kusari, said that there is a need for all sectors and agencies to act sensitively during disasters and said that coordination should also be the same.

Member of Parliament Sita Rana said that during the earthquake, some people even take it as an opportunity to earn, and the victims suffer even more. Speaking on the occasion, Chakra Bahadur Budha, joint secretary of the Ministry of Women, Children and Senior Citizens, pointed out the need for coordination among all agencies in disaster rescue and relief distribution.
