The dispute over the transfer of the Chief Administrative Officer of Birgunj Metropolitan City has escalated further than it has been resolved. The metropolis has decided to close down the entire service and submit the facts to the Ministry of Federal Affairs and General Administration, citing the federal government's failure to resolve the dispute that has been ongoing for four months.
According to Nawaraj Phuyal, press advisor to the mayor of the metropolis, the decision was made to close down the service and submit the facts to the ministry on Wednesday. The ministry has been maintaining its stance that the metropolis will not send Joint Secretary Resham Lal Kandel, who was sent four months ago, to the city on February 12, 2005.
The Sushila Karki-led government had decided to appoint Kandel as the Chief Administrative Officer of Birgunj Metropolitan City on February 12, 2005. However, the metropolis had been expressing disagreement with Kandel's presence from the beginning, saying that he was transferred without the consent of the metropolis.
It was decided not to make him appear under any circumstances since Kandel did not appear in the metropolis immediately after the transfer and that he had been defaming the metropolis through various media while staying in Kathmandu.
The government had repeatedly requested that Kandel come only after the meeting decided that it was impossible to work with an employee who disobeyed the government and defamed the metropolis, and the meeting had decided to send another Chief Administrative Officer in his place, Phuyal said. After Kandel was not allowed to appear, the metropolis has been without a Chief Administrative Officer for almost four months. Due to this, the financial and administrative work of the metropolis has been affected. The employees have not received their salaries since the month of Magh. The development and construction work of the metropolis has also been affected.
The metropolis had already written to the ministry requesting it to reconsider Kandel's transfer decision, but the ministry ignored the metropolis' request, Phuyal said. The ministry has also curtailed the financial and administrative powers of the metropolis's then Chief Administrative Officer, Arvind Lal Karna.
