Ward president went on hunger strike, village assembly uncertain

Sitaram Yadav, Chairman of Yamunamai Rural Municipality-2 of Rautahat, is on a hunger strike. He started a hunger strike in front of the municipal office on the eve of the village assembly to be held on Friday.

 

Chief Administrative Officer Ramshrestha Yadav informed that he is on hunger strike demanding 13 points including income and expenditure. "We have already said that the demands raised by the ward president will be addressed," he said, "we made it uncertain by fasting on the eve of the village assembly, and this matter is being discussed."

The village assembly is being held in this municipality on Friday. On Wednesday, 21 members of the ward started a sit-in and protest in front of the office, demanding to provide the income and expenditure of the municipality and their allowances. After the municipality promised to address their demands, they withdrew from the sit-in. After that, the village head said that Sitaram Yadav, the ward chairman, took out another bakheda and started the hunger strike. 

Ward chairman Yadav told the demands of village council decision, minute of executive meeting, red book, conditional  grant, supplementary, special, health, education, financial aid distribution including budget planning paper, certified copy of bank statement and audit report, certified copy of appointment of all levels of permanent, contract and daily wage employees working in the rural municipality .

Chief Administrative Officer Ram Shreshtha Yadav said that even when he assured that the demand would be addressed, he did not accept it . "The hunger strike of the ward president has made the village assembly uncertain," he said.

15 out of the 16 municipalities and 2 rural municipalities of the district have completed the Municipal Assembly. Devahigonahi, Durgabhagavati and Yamuna have not been able to hold village meetings. There is a provision in the Act that all local levels must complete the Municipal Assembly before the 10th of June every year for the formulation of the plan for the current financial year. The local level should come up with a budget for the current financial year 2082/83 through the Municipal Assembly. For this reason, there is a constitutional provision that the Municipal Assembly should be held on June 10 for the current financial year. The proposed budget should be passed by the majority of members by the end of June.
