The Government of Madhesh Province distributed the 'Red Book' prepared by including the plan and budget for the fiscal year 2082/083 in the Provincial Assembly meeting on 18th June. But this red book is now at the center of controversy. The reason is that 302 pages are missing from the red book distributed to the MPs.

Also, the meeting of the state assembly has been continuously blocked since then, saying that the plans of MPs are too few in the red book and the plans of middlemen are too many. MPs from opposition parties JSP Nepal, Maoists, CPN (S), RPP, Civil Liberties Party and Federal Socialist Party continuously interrupted the Provincial Assembly meeting demanding rewriting of the budget. Although the budget was passed by the majority in the provincial assembly on Monday amid the boycott of the opposition parties, the dispute over the missing pages from the red book is not going to be settled.

In the meeting of the state assembly on Monday, the MP of the ruling party LOSPA, Upendra Mahato, said that there was a dilemma to discuss the budget. "What should we discuss, should we do it in the 461-page red book provided to us or in the 322 hidden pages?" MP Mahato said, "I am very confused." Stating that this red book is only a trailer, the film is on a hidden page, he claimed that there are more than 400 million plans in it.

He said, 'In spite of keeping zero rupees, entry was made in the budget . But the system didn't take . There are more than 100 plans with Rs 1,000. Therefore, we have consulted and removed the page with such plans from Redbook.'  Watch

The plans said to be hidden in the soft copy of the budget obtained by Kantipur from Ministry of Finance sources are also within 302 pages of the red book. which  Administrative expenses, piece plan, mineral water, electricity fee, house rent, tour expenses, fuel for program monitoring, tea party expenses, dearness allowance, purchase of furniture, clothes for employees etc. are included in the plan.
